NEW ✨ After an extensive and sustained advocacy by CHBA (incl. a letter written to the Government House Leader earlier this week to get through the last hurdle), Bill C-4, the legislation containing the revised GST rebate for first-time buyers, finally received Royal Assent. First-time buyers can now officially access a full GST rebate on new homes under $1M and lowered for new homes between $1-1.5M. CHBA continues to advocate for an expansion of the rebate to all buyers of new homes and renovations that include an additional unit of housing. According to @abacusdataca, 67% of Canadians say the federal government should put more focus on homeownership affordability, with 78% saying it must do much more than @BuildCanHomes, which focuses on social housing built principally on public lands, representing only about 1% of the new housing construction needed. Canadians want solutions that help them buy a home – and CHBA has them. CHBA is deeply concerned by the lack of measures to support the homeownership aspirations of Canadians in #Budget2025. Beyond reiterating the federal pledge to remove the GST on new homes for first-time buyers – which has still not made its way through the parliamentary process and requires an expansion to all buyers to meaningfully address affordability challenges – #Budget2025 places heavy focus on Build Canada Homes (BCH), which is squarely focused on homelessness and increasing Canada’s social housing stock. While measures to support government-subsidized housing are needed, that won’t support market-rate housing, where 95% of Canadians live. The number of units that get built under BCH will only represent less than 1% of the total housing starts required to reach the federal government’s goal of 500,000 units per year. There are many more policy measures, far beyond BCH, that need to be enacted to address the #housingaffordability and supply crisis. CHBA releases the results of the third quarter of the Housing Market Index (HMI). The #CHBAHMI quarterly survey informs housing stakeholders with insights of Canada’s new home construction market, specifically for ownership. It is also a proven indicator of future housing starts. In Q3 2025, both the single-family HMI (23.3 [out of 100]) and multi-family HMI (16.8) reached record lows, showing overtly pessimistic builder sentiment across key regions of the country. This is the first time that either HMI score has fallen below a score of 20. The continued erosion of builder confidence is most notable in Ontario and B.C. as economic uncertainty and lack of policy implementation hold back sales improvement, leading to widespread layoffs in these regions. CHBA welcomes the federal government's move to table legislation to remove GST on new homes at or under $1M and lower GST on homes between $1M-$1.5M, all for first-time buyers, effective May 27, 2025. This will go a long way to to enable first-time home buyers to access homeownership, as delayed implementation of this measure has, until now, hindered new home sales, and therefore, the construction of much-needed new housing. To help meet housing targets and help restore affordability for all Canadians, CHBA recommends extending the relief beyond first-time buyers to all buyers of newly constructed homes, as well as to accessory dwelling units (ADUs) and secondary suites.
