Hon. Ssemujju Nganda tables a constitutional question: In a hypothetical scenario where Uganda transitions from NRM to another political party, should the incoming government prepare the transition year budget — and should that be constitutionally enshrined?

🚨LONG POST ALERT🚨 You might not remember this, but it will always stay fresh in my mind. I don’t even know if @mnamanya remembers, but @RaulKanyike keeps reminding me about that day. September 6th, 2012, @JosephOwino and @KawowoSports had secured a ticket (business class) for me to travel to Zambia to cover Uganda taking on the reigning African champions in a 2013 AFCON qualifier. I showed up at @DailyMonitor offices in Namuwongo with just my passport and air ticket, after walking all the way from the ET offices around Kampala Casino because I didn’t have a single penny on me. I placed the passport and ticket on Namanya’s keyboard and told him, “I’m traveling tonight, but I don’t even have money to get to the airport.” Namanya paused, thought for about two minutes, picked up my documents and went to DK’s office. The next thing I saw was a call from Namanya. I joined them, and there was a voucher already filled out with my name, the amount clearly broken down, signed by DK and Namanya, with only my signature missing. This was around 6pm. I went to the accountant, got my cash, and later that night, I traveled. I landed in Lusaka the next day, exchanged money into Kwacha, and it was more than enough. In fact, I decided to fly from Lusaka to Ndola instead of taking a four-hour road trip, opting for a 45 minute flight instead. Uganda lost 1-0 on the day but won the return leg 1-0 in Kampala, but it was the African champions who progressed 9-8 on penalties. Andy Mwesigwa and Patrick Ochan missed their spot kicks. Thank you @Kalinaki for making my first work trip memorable.
