@cklarimer @IanDarke This is the better solution. Start timing restarts and limiting how much time teams have after they have the ball (or the ref blows the whistle in the case of free kicks).

Totally agree with Sean Dyche. Total ban on towels for throw ins. Just wastes time. In any case , we should be discouraging long throws not providing aids .
