I just finished a three-year term as an editor at an international relations journal. I began at the start of the LLM era but ended right in the middle of it. Our volume of submissions tripled and our desk reject rate rose to 75%. I have some thoughts. link below

This is a thoughtful and considered piece on the ICJ decision to publicize PM implementation reports in future cases, highlighting some possible downsides to this reform. My own view is that these concerns are overstated when viewed against the benefits.

@eliavl @juliettemm Interesting thanks! There's another French case re Gaddafi (but there the issue was one of Libyan constitutional law, so poor comparison). I'd still say the analogy here is not perfect: it speaks of withdrawal of recognition from "incumbent" HoS.

For anyone arguing that Maduro does not have head of state immunity in the US because he is "unrecognized," this July 2025 ruling by the Cour de Cassation, regarding an arrest warrant against Assad when he was still in power, is extremely pertinent - and I think correct.

@MarcoLongobardo I wondered about that. I suppose there's no personal/immunity, from the US standpoint, since he was not recognized.
