JUSTICE DELAYED: The man accused in the deadly stabbing of 23-year-old Iryna Zarutska on a North Carolina light rail train has been deemed incompetent to stand trial, according to newly released court documents. Attorneys for Decarlos Brown Jr. have asked the court to reschedule a hearing scheduled for this month, saying that any attempt to "restore capacity" regarding his mental state cannot be established while he's in custody. The request will ultimately delay Brown’s case as he awaits a psychiatric evaluation.
