If petrol stations A & B have no fuel, the people who normally use them will go to petrol station C (the one with petrol). The queues at C will therefore be three times as long as usual.

Fuel isn't something that people think: "shall I get some, or shall I give it a miss this week?" If half the pumps are empty the queues for the others will be twice as long. Not rocket science.

The queues are people panic buying causing pumps to run out quicker as people rush to get fuel when they wouldn’t have normally through fear of running out!! Don’t create the panic or fear and the queues magically disappear. Doesn’t take a genius!!

People who need petrol therefore have to go to other pumps and petrol stations that haven’t run out. The queues at those pumps become longer than usual. There’s no panic, just people needing fuel.
