Expressions of culture are just that, expressions. They are manifestations of a central ethos- one side or another. So the focus should be on where the national cultural mean, median and mode fall. Our Green Paper on culture and CE tells us exactly that. #scattered #fragmented

So yes, that is a reasonable position, and the implementing party should intitate it and manage the process through. But it is clear, the MO is bully and bluff, not rules & reason.

@TruthLawOrder For very specific reasons, to improve the process and outcome. Does not absolve the govt fr leading on the matter. Tis a great excuse. Passing the buck. Reform has fallen off the order paper. Emphasis on building the edifice over the system. Expedience over sustainability.
