keeping vulnerable men who have been sentenced to a custodial sentence reasonably safe and secure (no matter way they're vulnerable) is a legitimate aim. - By allowing them to specify a preference for a women's jail is NOT a proportionate means of achieving it. Keeping male prisons happy and safe (enough) is the responsibility of the people running men's prison estate not the job of women prisoners.
