The "$300 billion for Iran" is not the USA giving Iran $300 billion. It means that once Iran stops the nuclear and terrorism activities fully, and becomes a normal country, then other Persian Gulf countries will possibly invest in Iran. Nobody is giving Iran $300 billion in free money to do with as they want.
