You would need a pattern of behavior, half a dozen disabled, qualified candidates being turned down

@dig6394 @FHawksworth No. Any even basic hiring creates a record - whilst I'm no fan of councils, every hiring manager will have completed a selection record. The person should commence an ET application is he believes he has been discriminated against and all will be revealed.
