पंढरपूरमधील तुलसी अर्चन पूजेचा अनुभव-आता महाराष्ट्राच्या आद्य दैवताच्या दरबारात देखील हिंदी सक्ती? पंढरपूर येथे श्री विठ्ठल-रुक्मिणी मंदिर समिती तर्फे तुलसी अर्चन पूजाचे आयोजन होते. माझ्या कुटुंबाने त्यात सहभाग घेतलेला. समितीच्या तुकाराम भुवनात साधारण ३०-३५ कुटुंबं पूजेसाठी जमली होती. समिती तर्फे एक गुरुजी स्टेजवर बसून सर्वांना सूचनांच्या माध्यमातून पूजा घडवत होते. सुरुवातीला सूचना मराठीत दिल्या. तेवढ्यात ह्या ३०-३५ कुटुंबापैकी एक कुटुंब म्हणालं की त्यांना मराठी कळत नाही, म्हणून पूजा हिंदीत घ्यावी. गुरुजी लगेच हसत हसत होकार देऊन संपूर्ण पूजा हिंदीत सुरू केली. मी हात वर केला आणि नम्रपणे सांगितलं – “आपण महाराष्ट्रात आहोत. आमच्या कुटुंबाला हिंदी कळत नाही. महाराष्ट्राची राजभाषा मराठी कळते. त्यामुळे कृपया मराठी भाषेत सूचना द्या.” पण यावर गुरुजी माझ्यावर चिडले आणि माईकवरूनच म्हणाले – “या माणसाचा काय विषय आहे? सिक्युरिटी आणि समितीवाले इकडे या आणि या माणसाशी बोला. त्याशिवाय पुढे पूजा सुरू करता येणार नाही.” अस म्हणून त्यांनी माईक बंद केला. उपस्थितांमध्ये चुळबुळ झाली. माझ्या समर्थनार्थ कदाचित ‘आपल्याला पूजेतून बाहेर काढतील’ या भीतीने एकही मराठी कुटुंब देखील पुढे आल नाही. सिक्युरिटी आणि समिती चे लोक आले आणि त्यांनी मला अश्वस्थ केले की पूजा सर्वांसाठी मराठी आणि त्या एका कुटुंबासाठी हिंदी मधे होईल. ते अर्थातच समाधानकारक उत्तर नव्हत. पूजा मराठीतच व्हायला हवी होती. त्यांच ऐकून मी खाली बसलो. गुरुजींनी माईक हातात घेतला आणि आमच्या कडे बघून म्हणाले “तुमच्या एकट्या कुटुंबासाठी आम्ही मराठी मधून पूजा घेऊ शकत नाही.” हे अजिबात खरे नव्हते. एक हिंदी कुटुंब सोडून सर्व कुटुंबे मराठी होती. पण गुरुजींनी आमच एक मराठी कुटुंब अल्पसंख्याक आहे अस भासवलं आणि पूजा हिंदी तून सुरू केली. गुरुजींची “छुट्टी तुळशी उसमे डालिए” वगैरे तत्सम वाक्य कानांवर पडत होती. पूर्ण पूजा हिंदी मधून पार पडली. हिंदी समजत नसल्याने आम्हाला त्यांच्या सूचना समजत नव्हत्या. योग्य वागणूक न दिल्याने आणि आमच्या मराठी भाषेचा मान राखल्याने माझ मन तर केव्हाच त्या पूजेवरून उडाल होत. मराठीचा आग्रह धरल्याने आमच्या मराठी कुटुंबास महाराष्ट्राच्या पंढरपुरात जणू दोषी ठरवण्यात आल होत. ह्याला बाकी मराठी कुटुंबांनी बघ्याची भूमिका घेतली त्याच मला जास्त दुःख वाटल. पूजा संपल्यावर मी गुरुजींना समक्ष भेटून हात जोडून म्हणालो – “माऊली, तुम्ही माझ्या कुटुंबाला मराठीचा आग्रह धरला म्हणून सार्वजनिक रित्या माईकवरून दोषी ठरवलंत. अहो, महाराष्ट्रात मराठीचा आग्रह नाही धरायचा, तर आम्ही मराठीचा आग्रह कुठे धरायचा? मला तुमची हिंदीत केलेली पूजा नीटशी कळलीसुद्धा नाही.” गुरुजी म्हणाले – “अहो, पण एक कुटुंब होतं ना ज्यांना मराठी कळत नव्हतं. मी ही पूजा मराठीतच करतो, पण एखादं अमराठी कुटुंब असेल तर हिंदीत करतो. आम्ही सर्वसमावेशक आहोत. तुम्ही आता जा, तुम्हाला समितीवालेच समजावतील.” मी म्हटलं – “ते मी करणारच आहे. मी समितीला पत्रव्यवहार करणार आहे. मी काही काशी विश्वेश्वराच्या मंदिरात मराठीचा आग्रह धरलेला नाही. किंबहुना आम्ही मराठी माणस तिकडे किंवा तिरुपती ला कधी मराठी बोला हा आग्रह धरत नाही. आम्ही तितके सुजाण आहोत. पण निदान महाराष्ट्राच्या आराध्य दैवताच्या दरबारात मराठीचा आग्रह धरला, आणि तुम्हीच त्याला चूक ठरवलंत. आमच्या कुटुंबाला सार्वजनिक रित्या दोषी धरलत.” आमच बोलण चालू असताना तिथे ताटकळत उभे असलेले गांधी टोपी/लुगड घातलेले मराठी भाविक महाप्रसादासाठी गर्दी करू लागले. त्यांच्याकडे बोट दाखवत मी गुरुजींना म्हटलं – “आमचा विठुराया हा ह्या गांधी टोपी-काष्टीपातळवाल्या गोरगरीब मराठी माणसांचा देव आहे. मराठी आमची माय आहे. गुरुजी, तुम्ही आज केलत ते चुकीच केल.” अस त्यांना हात जोडून सांगून मी तिथून निघालो. मराठी मधून पूजा झाली नाही या पेक्षा माझ्या सोबतच्या जवळपास ३०-३५ मराठी कुटुंबांनी बघ्याची भूमिका घेतली याच मात्र जाम वाईट वाटलं. आपण ज्या लोकांसाठी भूमिका घेतोय त्या लोकाना त्या गोष्टीची काही पडलेली नाही हे मला जाणवल. वैयक्तिकरित्या मात्र मी यापुढे ह्या हिंदी भाषेतल्या पूजेत भाग न घेण्याचं ठरवलं आहे. इथून पुढ फक्त विठुरायाच दर्शन घ्यायचं याचा निश्चय करून तिथून निघालो.

Good Morning Everyone ! Yesterday we visited PMC to attend scheduled meeting with PMC officials, hence sharing the collective updates of the marathon of meetings we attended: 1. Interaction with *Mr Nandkishor Jagtap, Chief Engineer, Water Dept*. : a. Shri Bapusaheb Pathare, MLA & we shared the summary of water tankers procured by Societies. It was highlighted that listed societies are paying approx. 1 crore plus against procuring water tankers in a month, inspite of paying huge Property tax. b. Highlighted about non-functioning of the new tank built by L&T. He was aware of it & will be taking on priority to make it operational c. To our surprise he was not aware about the acute shortage of water supply in our area. He showed us the graphs on his digital screen about need & Consumption of water in various areas. They are planning to bring things in control. He agreed that there are issues with his staff & mismanagement. *Action* : He called our area water supply Jr Engineer & asked to look into matter & resolve the issue. Jr Engineer will be visiting our area in 1-2 days. He will call us & we will meet him near to PMC tank. 2. Meeting with *Mrs Vasundhara Barve, Head of Estate Dept.* : a. Discussed on the letter prepared on non-operational, unattended amenity areas. b. Highlighted about the Exhibition Ground area by showing the D P approved plan of PMC. *Action* : She asked her staff to prepare the list & post that it will be discussed with Municipal Commissioner. It’s a time consuming process but we have triggered it. 3. ⁠Meeting with *Mrs Manisha Shekatkar, Chief Engineer, Electrical Dept*: a. She acknowledged the receipt of letter which we have sent over mail on non-functioning of the street lights & need of street lights in some parts of the Kharadi area b. We exchanged the numbers & Engineer from Electrical Dept assured us to visit in the evening. *Action* : Engineer along with his area staff visited our area in evening @8:30 PM y’day and we have shown them the non-working street lights (D P Farms Road, Fountain Road), non-working high mast lights ( infront of WTC), series of lights off (Grant Road, Rakshak Nagar) etc. They accepted the issue & will plan to illuminate the area soon with minor fixes. Later for major work they will prepare the report & share with us. 4. ⁠Meeting with *Mr Pawaskar, Chief Engineer, Roads Dept*: a. Highlighted about the damaged D P Farms Road, Road near to Panchashil, Road near Zensar etc *Action* : He asked his staff to act on it & get the repairs work done asap. 5. Letter to *Mr Navalkishor Ram, Municipal Commissioner*: Submitted the letter (as he was not available) & highlighted his staff that we have received acknowledgment from CM’s office on long pending issues & need action from PMC asap. Above 4 major points were discussed in detail along with other points. *Looking forward for more actions from PMC staff with reference to meetings conducted & letters submitted.*.. ✌️ * *A big thank you to Shri. To, The Hon’ble Municipal Commissioner, Pune Municipal Corporation (PMC), Pune – 411014. Subject: Long-Pending Civic Issues in Kharadi Area – Request for Immediate Attention and Resolution Respected Sir/Madam, We, the Kharadi Housing Societies Welfare Association (KHSWA), would like to bring to your urgent attention the various civic challenges being faced by thousands of residents living in the Kharadi area, particularly around the EON IT Park and EON SEZ zone. We represent a registered body working towards the welfare of housing societies in this region. KHSWA is a registered association under the Societies Registration Act, 1860, with registration number MAHA/204/2016/PUNE, dated 01st February 2016, under the office of the Assistant Registrar, Pune. We function as a non-political, welfare-oriented body focused on representing the collective voice of residential societies in the Kharadi region. Our objectives align with Section 20 of the Societies Registration Act, which includes promoting civic responsibility, welfare, and improvement in quality of life. At present, we have 50+ housing societies as active members, representing approximately 8,000 residential flats and 25,000 to 30,000 citizens. With rapid urbanization in Kharadi, these numbers are rising, and we anticipate over 100 societies joining our association by the end of this year. Despite being one of Pune’s fastest-growing localities, Kharadi continues to struggle with basic civic infrastructure, which severely affects the day-to-day life and well-being of its residents. This is especially concerning given the fact that residents here regularly pay all forms of taxes and charges to PMC, including property tax, water tax, water benefit charges, etc. Despite repeated complaints and follow-ups, PMC has failed to address the pressing civic issues in our area. It is disheartening that citizens are constantly required to highlight basic problems—a responsibility that ideally lies with the civic body itself. (Letter Dated 09-aug-2023, 30-July-2024, 09-Aug-2024, 16th Dec-2024) If a resident delays tax payment, penalties and interest are promptly levied. However, when PMC fails to deliver services, there is no accountability or action. It has been over 15 years, yet there is no significant improvement in infrastructure or facilities. On one hand, we promote Pune as a Smart City, and on the other, we continue to struggle with broken roads, water scarcity, poor waste management, and lack of amenities. This contradiction raises a serious question: How can we call Pune a Smart City without ensuring basic civic infrastructure for its residents? Our Collective Grievances We are writing to formally raise the following major issues: 1. Inadequate Water Supply Despite being part of the PMC jurisdiction, most societies in Kharadi do not receive adequate PMC water supply. Almost 30–35% of society maintenance funds are consumed in purchasing water from private tankers. This puts a significant financial burden on residents, particularly when they are still being charged Water Tax and Water Benefit Tax by PMC. The dual financial load is unjustified and unsustainable. 2. Poor Road Infrastructure The roads indicated in the Development Plan (DP) either do not exist or are incomplete. In several parts of Kharadi, roads are in such poor condition that commuting becomes unsafe, especially during monsoon. The lack of widened and well-maintained roads leads to traffic bottlenecks, vehicle damage, and safety concerns. 3. Damaged, Unleveled, and Unfinished Roads Roads dug by contractors or PMC departments for laying pipelines or cables are not restored properly. The sideways or shoulder levels are left unlevelled, causing frequent two-wheeler accidents and drainage issues. These roads have remained in a damaged state for months, if not years. 4. Encroachments and Illegal Occupation of Footpaths Public footpaths and walking tracks have been illegally occupied by vendors, hawkers, and unauthorized shops. This forces pedestrians, including school children and senior citizens, to walk on vehicle roads, creating life-threatening situations. Repeated complaints have been ignored or met with temporary clean-up drives that do not resolve the root issue. 5. Dry Garbage Not Collected by PMC PMC’s dry waste collection service in our area is inconsistent or completely missing. Most societies are forced to hire private contractors at their own cost to manage dry waste, leading to an additional monthly burden on residents. This situation contradicts PMC’s waste segregation and collection policies. 6. Non-functional and Mismanaged Street Lighting In many parts of Kharadi, street lights are either non-functional or remain switched on during the day and off at night. This creates safety concerns, especially for pedestrians and during early morning or late-night travel. Despite multiple complaints, the issue continues to persist. 7. Lack of Public Amenities Though the DP plan shows gardens, joggers’ parks, playgrounds, and community halls, none of these amenities have been developed or handed over to residents. This deprives the community—especially children and senior citizens—of essential recreational spaces. 8. Severe Traffic Congestion The Kharadi area faces serious traffic problems, especially during peak hours. In July 2021, the Traffic Department officially communicated the traffic bottlenecks to PMC and requested action. However, no visible steps have been taken till date to address the growing issue. Mundhwa Bridge Traffic Chaos: The Mundhwa Bridge has become a major traffic bottleneck, causing severe congestion throughout the day, especially during peak office hours. Thousands of vehicles from Kharadi, Magarpatta, Hadapsar, and Mundhwa areas use this route, but the narrow and outdated bridge structure is unable to handle the growing traffic volume. This results in long delays, pollution, and daily inconvenience for commuters. Despite being a known issue for years, no concrete action or expansion plan has been implemented. We urge PMC and concerned authorities to take immediate measures to ease traffic congestion and improve connectivity at this critical junction. Poor Traffic Management and Safety Hazards : In addition to the chronic congestion at Mundhwa Bridge, the overall traffic management in Kharadi is extremely poor. Motorists routinely disregard traffic signals, and vehicles—including heavy vehicles—are frequently seen driving on the wrong side of the road, posing a serious risk to pedestrians and commuters. This is especially evident near major junctions such as Reliance Retail signal, and other key intersections, where the situation is deteriorating day by day. There is no visible deployment of traffic police to monitor or penalize violators. Driving on the wrong side while using mobile phones has become alarmingly common, making roads unsafe for law-abiding citizens. We strongly urge the Traffic Department and PMC to take immediate corrective measures, including stricter enforcement, CCTV surveillance, fines for violations, and regular deployment of traffic personnel at critical junctions. Additional Critical Incidents and Observations: In addition to the major civic issues listed earlier, we would also like to bring to your notice a few serious incidents and neglected projects that require urgent attention: 1. Fatal Incident Due to Encroachments: The problem of unauthorized hawkers encroaching on footpaths has led to a tragic incident, where a woman was crushed to death by a PMPML bus while trying to navigate the road due to lack of usable footpath. This is not just an inconvenience anymore—it is a matter of public safety and life. 2. Non-Operational Water Tank: A newly constructed PMC water tank in the area has been lying non-functional for over two years. This is a critical infrastructure that could solve ongoing water scarcity issues, but it remains idle without explanation. 3. Water Meter Project Causing Reduced Supply: Recently installed new water meters have significantly reduced the pipe diameter, causing a noticeable drop in water pressure and supply. It appears this project has stalled midway, with no clear communication on completion timelines or expected improvements. We request PMC to clarify the scope, objectives, and timeline for completion of this project. 4. Breaker/DP Bursting Near MNGL Gas Line – Serious Hazard: Near the Mio Palazzo Society, there is a chaotic tangle of gas pipelines, electric cables, and open DP breakers. This area has experienced frequent incidents of breaker bursts, posing serious risks of fire, electrocution, or explosion due to proximity to gas infrastructure. Photos of this dangerous site are provided in Annexure A Concerns Beyond Infrastructure PMC Accountability: Repeated complaints filed with ward offices and PMC departments have gone unanswered or unresolved. The lack of accountability and responsiveness from civic officials has led to frustration among residents. Taxation vs Service Delivery: Residents are paying full taxes without receiving even basic civic services. If any citizen delays tax payment, PMC imposes interest and penalty charges. In contrast, when PMC fails to deliver services, there are no consequences or remediation offered. Smart City Irony: Pune is being branded and promoted as a Smart City, yet residents in developed and urbanized areas like Kharadi are living with broken roads, water shortages, and unmanaged waste. This reflects a serious mismatch between vision and ground reality. Water Logging During Monsoon: Several societies experience severe waterlogging during monsoon, leading to damage of roads, inconvenience to residents, and mosquito breeding. We propose the installation of soak pits in key locations to help reduce water accumulation and improve groundwater recharge. This low-cost solution can significantly ease monsoon-related issues. Development of Green Parks: There is a lack of green, recreational spaces in the Kharadi area. We request PMC to develop and maintain public parks and green zones, which will help in improving air quality, supporting mental well-being, and encouraging community engagement. Green spaces are essential for sustainable urban living and must be prioritized. Our Humble Request We respectfully urge PMC to: Conduct a joint inspection of Kharadi civic infrastructure with KHSWA representatives. Provide timelines and accountability for addressing each of the major issues listed above. Prioritize water supply projects and complete pending connections to ensure adequate municipal supply. Remove footpath encroachments permanently, not just via one-day clean-ups. Ensure regular garbage collection and street light functioning. Develop the planned public amenities as per the DP without further delay. Improve traffic movement through road widening, signaling, and traffic police deployment In Conclusion The issues listed above represent only the major challengescurrently faced by residents. In reality, there are numerous other problemsaffecting the daily lives of people in this area. If we were to document each of them in detail, even 20 pages would not be sufficient to cover the extent of the civic neglect. We are not submitting this as a complaint, but as a community-driven appeal for responsible governance. Our goal is not to oppose, but to collaborate with PMC in building a truly liveable, safe, and well-managed neighbourhood. If these issues are not addressed, citizens will be forced to escalate matters through media, legal channels, or peaceful public forums, which we would prefer to avoid. We once again request PMC to act on priority and restore faith in civic administration. We look forward to your positive and timely response, along with a scheduled meeting with KHSWA representatives.
