My unedited report on Iran's human rights situation in 2025 — including the nationwide protests that began on 28 December 2025 — is available. It documents the use of lethal force against protesters, telecommunications shutdowns, violations of medical neutrality, and the weaponisation of capital charges to silence dissent. I have condemned these strikes as unlawful and call on all parties to immediately cease hostilities. Unlawful military intervention must not be mistaken for a solution to the human rights situation in Iran. Escalating conflict across Iran and the Middle East has killed over 1,000 people, displaced over 100,000 *more* and affected 16 countries. WHO has verified 13 attacks on health care in Iran, and one in Lebanon. Attacks on health care violate humanitarian law. Nuclear risks pose grave public health threats. Operations at WHO's Logistics Hub for Global Health Emergencies in Dubai are currently on hold due to insecurity. WHO is working closely with our offices in the affected countries to monitor the impact on the delivery of health services, and provide support when needed and requested. I call on all parties to uphold international law, protect health facilities, health workers and patients. Peace is the best medicine. Only the brave chose peace.

Together with other UN experts, I condemn the unlawful military strikes launched by the United States and Israel against Iran. It is possible to hold both positions simultaneously: the attacks are unlawful; Iran’s human rights record is gravely troubling. These are not competing conclusions. International law is not selectively invoked; it applies to all parties, in all circumstances. Over 160 schoolgirls were killed in an attack on a primary school in Minab, Hormozgan Province. Hospitals and densely populated areas have also been struck. Iranian authorities have again weaponised internet restrictions, with connectivity collapsed to approximately 1% of normal levels — cutting people off from information and contact. I am also receiving deeply troubling reports that some prison wards are being locked down, families have not been able to contact their loved ones in detention, and that those held in detention are facing acute shortages of food and medical care. Any path forward must be grounded in the rule of law, the will of the Iranian people, and full accountability for violations of international law by all parties. حملات آمریکا و اسرائیل در نقض منشور ملل متحد و بدون مجوز شورای امنیت انجام شده است. نمی‌توان به‌دلخواه تعیین کرد که حقوق بین‌الملل چه زمانی باید اجرا شود. مداخله نظامی غیرقانونی نه راه‌حلی برای مسئله هسته‌ای است و نه پاسخی به وضعیت حقوق بشر در ایران. من از همه طرف‌ها می‌خواهم خویشتن‌داری کنند و به حقوق بین‌الملل احترام بگذارند. از زمان آغاز اعتراضات در ۷ دی ۱۴۰۴، شمار زیادی از افراد در نتیجه سرکوب خشونت‌آمیز جان خود را از دست داده‌اند. این اعتراضات بازتاب‌دهنده مطالبات واقعی و مشروع مردم بود. هرگونه راه‌حلی که صرفاً بر برنامه هسته‌ای تمرکز کند و مطالبات مشروع مردم ایران و سرکوب خشونت‌آمیزی را که با آن مواجه شدند نادیده بگیرد، پاسخی به چرایی حضور مردم در خیابان‌ها نمی‌دهد. این حق مردم ایران است که آینده خود را شکل دهند. من تأثیرات حقوق بشری این تشدید تنش‌ها را از نزدیک زیر نظر دارم، به‌ویژه پیامدهای آن بر غیرنظامیان و زیرساخت‌های حیاتی.

The US-Israeli strikes were launched in violation of the UN Charter and without authorisation from the Security Council. We cannot pick and choose when international law applies. Unlawful military intervention is not a solution to the nuclear issue or to the human rights situation in Iran. I call for restraint and respect for international law by all parties. So many lives were lost to violent crackdown since the protests began on 28 December 2025. Those protests reflected real and legitimate grievances. Any resolution that focuses solely on the nuclear programme — without addressing the legitimate grievances of the Iranian people and the violent repression they faced — does nothing to address why people took to the streets. It is for the Iranian people to shape their own future. I am closely monitoring the human rights impact of this escalation, particularly its effects on civilians and essential infrastructure.

۷ اسفند روز استقلال کانون وکلای دادگستری ایران است. در سال ۱۳۳۱، قانون استقلال کانون وکلای دادگستری ایران به تصویب رسید. امروز، مأموریت من نشان می‌دهد که وکلای دادگستری صرفاً به دلیل پذیرش و دفاع از موکلانی که در فعالیت‌های مدنی و اعتراضی مشارکت داشته‌اند، با آزار، بازداشت و محرومیت از وکالت مواجه می‌شوند؛ روندی جدی و مستمر که همچنان ادامه دارد. در پی اعتراضات سراسری که از دی ۱۴۰۴ آغاز شد، گزارش‌هایی از بازداشت وکلای دادگستری در استان‌های مختلف دریافت کرده‌ام. وکلایی که آزاد هستند و تمایل به دفاع از معترضان دارند، در پرونده‌های موسوم به امنیتی عملاً از انجام این وظیفه محروم می‌شوند؛ پرونده‌هایی که در آن‌ها، به موجب تبصره ماده ۴۸ قانون آیین دادرسی کیفری، حق انتخاب وکیل برای متهمان به فهرست وکلای مورد تأیید دولت محدود شده است. این محدودیت، به‌طور جدی خطر شکنجه، اخذ اعترافات اجباری و برگزاری دادگاه‌هایی را افزایش می‌دهد که به‌صورت ساختاری، با استانداردهای بین‌المللی دادرسی عادلانه انطباق ندارند. وکلا از فضای مدنی دفاع می‌کنند و امکان اعمال آزادی بیان و آزادی تجمع را برای معترضان فراهم می‌سازند. هنگامی که وکلا هدف قرار می‌گیرند یا از انجام وظایف حرفه‌ای خود بازداشته می‌شوند، فضای مدنی به‌طور جدی خدشه‌دار می‌شود.

Today—26 February—marks the Iranian Bar Association's Independence Day. In 1953, the Bill of Independence of the Iranian Bar Association became law. To date, my mandate has documented serious and continuing allegations about lawyers facing harassment, imprisonment, and disbarment simply for representing clients engaged in activism. In the aftermath of the nationwide protests that began in December 2025, I have received reports of lawyers detained across multiple provinces. Those who are free and wish to represent protesters cannot do so in national security cases, where the accused are restricted to State-approved counsel (Note to Article 48 of the Code of Criminal Procedure), exposing them to a heightened risk of torture, forced confessions, and trials that will inevitably fall far short of international fair trial standards. Lawyers defend civic space, making it possible for individuals including protesters to exercise their freedom of expression and assembly. When they are targeted or prevented from doing their work, civic space is further eroded.

At the 2026 ICPR Annual Lecture, our leadership team will also participate in a roundtable discussion with Professor Mai Sato. The discussion will focus on the politics of fundraising, navigating the complexities of criminal justice research, and fostering institutional support.
