Play-in is not supposed to have anything to do with it. It's a regular-season award. Voting typically is finished before tournamemt begins, but due to legal challenges that was not the case this year. Ballots were due April 17, which was day before first round of NBA playoffs tipped off.

Kon had a better season and a clearer impact on winning. Flagg is being rewarded for having more long-term potential, even though predicting the future isn’t the point of the award.
