Although China was the first country to adopt the silver standard for regulating paper money, it abolished paper currency in the fifteenth century. In this paper, we examine how China reintroduced silver-backed paper money in the nineteenth century to modernise the financial sector. This was achieved through collaboration between China’s domestic financial institutions, which concentrated cash reserves and issuance rights in large banks while allowing smaller financial institutions to collect and issue banknotes of the large banks, marked with their printed symbols. Thank you to my MMU colleagues, Michelle @mdravenscroft and Teresa Fitzpatrick, for your invitation!

This article uses new archival evidence to consider two key questions. It examines if democratization reduced the likelihood of politically connected bank bailouts in the past, and the role private central banks play as independent lenders of last resort.
