They always seem to have enough fiscal space and never need IMF approval to: - Increase salaries of parliamentarians - Increase salaries of judges and tax exemptions - Increase salaries and perks of senators and cabinet members But when it comes to giving tax relief to the salaried class, suddenly they start hiding behind IMF conditions and approvals.

Relative to the earlier number, it appears generous and calming, even if the actual relief remains limited. For example, if people are prepared for 10% tax relief and the government later announces 12%, the discussion shifts from “Is this enough?” to “At least it is better than expected.” This helps reduce public pressure and creates a perception of responsiveness without fundamentally changing the policy direction.
