My big bro, we have had this conversation and I borrowed your term " certificated" as different from being educated. An educated mind is powerful and able to think objectively without being shackled by geography, religion or ethno-linguistic socialisation. Independent thinking is a hallmark of an intellectual but not all independent thinkers are intellectuals.

Grand intellectuel et homme de culture, il a consacré sa vie à notre nation et à l’Afrique. Son parcours exceptionnel, de ses débuts à Dakar à son rôle à la tête de l’UNESCO, témoigne de son dévouement et de sa vision. Nous perdons un grand homme, que j’ai eu l’honneur de côtoyer brièvement lors des Assises nationales. Son héritage continuera d’inspirer les générations futures. Gambia on the cusp of history with Tangara’s Commonwealth candidature "Earlier this year, I was told Dr Mamadou Tangara would contest for the Secretary General of the Commonwealth. Now it is clear he will definitely contest and if he wins, he will be only the second African to hold the coveted position since Nigeria’s Emeka Anyaoku more than two decades ago. As the historic election nears, I find it fitting to share my thoughts on Tangara, having worked with him for a year at the foreign ministry. "In 2018, I walked into Dr Mamadou Tangara’s office in Banjul. I was recommended to him as he tried to put together a team which would properly handle the communications unit of the foreign ministry. Honorable député Guy Marius SAGNA, J’ai bien reçu votre interpellation, à propos de la déclaration de politique générale du Premier Ministre, qui appelle de ma part les réponses et précisions ci-après. 1. Ma déclaration de politique générale (DPG) est prête, et je vous réitère toute mon impatience à tenir cet exercice de présentation des grands axes des politiques publiques et de l’action du Gouvernement suivant les orientations du Président de la République. 2. l’article 55 de la Constitution oblige le Premier ministre à faire sa DPG devant l’Assemblée nationale sans préciser les délais et la procédure qui relèvent du Règlement intérieur de l’Assemblée nationale (loi organique n° 2002-20 du 15 mai 2002, modifiée). 3. Les dispositions du Règlement intérieur de l’Assemblée nationale qui fixaient les délais et la procédure de la DPG, ainsi que toutes références au Premier ministre, ont été abrogées de la loi organique portant règlement intérieur de l’Assemblée nationale depuis 2019, suite à la suppression du poste de Premier ministre (loi organique n° 2019-14. 4. Le Règlement intérieur de l’Assemblée nationale en vigueur ne tient pas compte du Premier ministre puisqu’il n’a pas été actualisé suite à la restauration du poste de Premier ministre par la loi n°2021-41 du 20 décembre 2021 portant révision de la Constitution En conséquence, dans un souci constant de respect de la séparation des pouvoirs et du principe de légalité, je ne tiendrai ma DPG devant cette Assemblée qu'une fois que la majorité parlementaire se sera amendée en réinscrivant dans le règlement intérieur l’ensemble des dispositions relatives au Premier ministre. En cas de carence de l’Assemblée, d’ici le 15 juillet 2024, je tiendrai ma Déclaration de Politique générale devant une assemblée constituée du peuple sénégalais souverain, de partenaires du Sénégal et d'un jury composé d’universitaires, d’intellectuels et d’acteurs citoyens apolitiques.
