«When my husband died, because he was so famous and known for not being a believer, many people would come up to me ― it still sometimes happens ― and ask me if Carl changed at the end and converted to a belief in an afterlife. They also frequently ask me if I think I will see him again. Carl faced his death with unflagging courage and never sought refuge in illusions. The tragedy was that we knew we would never see each other again. I don't ever expect to be reunited with Carl. But, the great thing is that when we were together, for nearly twenty years, we lived with a vivid appreciation of how brief and precious life is. We never trivialized the meaning of death by pretending it was anything other than a final parting. Why are AI labs asking for *governments* to regulate them, rather than just self-regulating? There’s a simple explanation: they do not trust each other. In case you haven't noticed the trend: • OpenAI formed partly in reaction to DeepMind seeming too closed-off with their research and being controlled by Google / Larry Page: youtube.com/watch?v=bWr-DA… • Anthropic formed from an en-masse departure of OpenAI staff in disagreement with company leadership, in part about how to make AI models safe: youtube.com/watch?v=gAaCqj… • Inflection AI was founded by a DeepMind cofounder who eventually left to start his own company. Even if you trust AI labs more than you trust governments, you have to adjust your view somewhat from the fact that AI labs do not trust other AI labs to control humanity’s future. That said, I think it would be easy to spin a toxic narrative about this which I wouldn't endorse. You can think pretty highly of someone and still not want them to have full control of humanity's risk/reward tradeoffs with superhuman AI. I think that alone is enough to explain mutual distrust amongst AI labs, in combination with anti-trust regulations designed to prevent big companies from colluding too much. For an evocative example of anti-trust pressure, see Senator Hawley vs Mark Zuckerberg on Facebook’s handling of private data: youtube.com/watch?v=pOdrPr… In any case, you should expect AI labs to keep fragmenting, because few people — even leaders of AI companies — want any given CEO or Board of Directors to decide on their own (a) how much risk is acceptable for humanity to take with a given AI project, or (b) what is or isn't worth risking humanity's existence to achieve. I expect this fragmentation pattern to continue irrespective of who is in charge, making it an example of what I call a “Robust Agent-Agnostic Process” (alignmentforum.org/posts/LpM3EAak…), which is why I think it was easy to predict in advance that AI development would end up being highly multi-polar, rather than “unipolar” as Musk describes in the interview above. Now, continual fragmentation of labs means more and more risks being taken with humanity’s future, as each lab has some potential to spawn “rogue AI”. "Rogue AI' means out-of-control AI technology, which could get us all killed, e.g., if it goes to war with us or pollutes the environment so fast that we all die before we can band together and stop it: yoshuabengio.org/2023/05/22/how… One way to slow down this continual fragmentation of AI labs is to require licenses to train superhuman AI systems, enforced by an international treaty. There’s also the possibility of merging all or most AI development efforts into a CERN-like entity. In that case, I would strongly endorse democratization of control over AI technology, along the lines advocated by Turing Prize winner Yoshua Bengio, here: time.com/collection/tim… Fortunately, leaders in AI are already calling for an international alliance to protect humanity from out-of-control AI, including Professor Bengio: youtube.com/watch?v=hm1zex… And, the more we all support the idea of such an alliance, the higher the chances of it actually forming. In summary: 1. AI labs want to be regulated because they don’t trust each other to control the future. 2. That’s not very strange, given the power of the technology they’re developing, and it doesn’t imply severe or dramatic levels of distrust, only dramatic levels of potential impact. Therefore: 3. By default you should expect this process of lab fragmentation to robustly continue in the future, irrespective of who is in charge, unless something major happens to regulate this process, such as an international treaty to enforce a licensing regime controlling the development of superhuman AI systems.
