@Forestry__Kenya Principal Secretary Mr. @GMugambi_CBS was today hosted by his Parliamentary Affairs counterpart, Ms. @PSAureliarono, who chaired a high-level roundtable discussion on legislative priorities within the forestry sector as part of the ongoing Government Legislative Agenda engagements. The meeting provided a platform for engagement on the State Department for Forestry’s legislative agenda, aimed at strengthening governance and the sustainable management of forest resources. It was noted that the National Forest Policy was approved in 2023, and no new policy proposals are currently under consideration. Participants were briefed on the progress of the Forest Conservation and Management (Amendment) Bill, 2025, which was submitted to the National Assembly in August 2025. The Bill has since undergone its First Reading and was committed to the Departmental Committee on Environment, Forestry and Mining, which is currently undertaking nationwide public participation. The State Department also outlined progress in developing eight draft regulations to operationalize the Forest Conservation and Management Act. Public participation has been completed for all the draft regulations, with Regulatory Impact Assessments already undertaken for two key instruments, on concessions in public forests and participation in sustainable forest management. Notably, the Forest Conservation and Management (Concessions on Public Forests) Regulations, 2025 have been forwarded to the Office of the Attorney General for legislative drafting. PS Mugambi was accompanied by senior ministry officials and CEOs of SAGAs, led by Secretary, Forest Development, Mr. George Tarus; @KeForestService @CCF_Kenya, Mr. Alex Lemarkoko; and @KEFRIHQ CEO, Dr. Jane Njuguna.

Earlier this evening, I undertook a field engagement in Trans Nzoia County to assess the impact of recent climate-related disasters and stand in solidarity with affected communities. This engagement underscores our continued commitment to responsive leadership and sustainable environmental action. I engaged with the resilient community of Kabomoi Ward in Kwanza Sub-County, Trans Nzoia County, where many families have been severely affected by recent floods and landslides. It was a deeply humbling moment to listen, firsthand, to their experiences, challenges, and expectations from government in improving their livelihoods and restoring dignity. Over time, recurring natural disasters have left many households displaced and vulnerable. In line with the Government’s Bottom-Up Economic Transformation Agenda, I extended immediate support through the donation of food supplies, blankets, and mattresses to ease their current hardships. Beyond relief, I took the opportunity to share critical environmental interventions being spearheaded by my Ministry to mitigate such disasters. Central to this is the promotion of tree growing as a sustainable solution to restore ecosystems, stabilize soils, and reduce the risk of floods and landslides. Through the directive of His Excellency the President, we are establishing mega tree nurseries across the country to support the propagation and distribution of seedlings, advancing our national target of planting 15 billion trees by 2032. I also conveyed His Excellency’s message encouraging the community to prepare for his upcoming engagement in Trans Nzoia County and reaffirming that no Kenyan will be left behind in our development journey. Today marked a significant milestone in advancing education and community development in Kwanza Constituency. It was a moment of pride and renewed commitment to empowering our young generation especially girls through meaningful investment in education. I had the honour of accompanying H.E. the Speaker of the National Assembly, Moses Wetangula, alongside fellow leaders from Trans Nzoia County, for the official opening of an eight-classroom storey building at St. Francis Kolongolo Girls Senior School. This initiative reflects our shared commitment to strengthening the education sector and providing a conducive learning environment for our students to thrive. I commend the Speaker for this impactful intervention, which will go a long way in uplifting education standards and inspiring young girls to pursue their ambitions with confidence and determination. In my remarks, I underscored the importance of unity among leaders in taking bold and coordinated action to improve livelihoods, create job opportunities, enhance access to quality healthcare, and expand infrastructure ensuring that no Kenyan is left behind. In support of both education and environmental sustainability, I donated sanitary towels, a water tank to support tree nurturing, and 1,000 fruit tree seedlings. I encouraged the students to plant, grow, and protect the trees as part of building resilience and promoting environmental stewardship. I also highlighted the need to address recurring challenges such as flooding and landslides through sustained tree growing efforts. Kenya Launches Chapter Zero to Strengthen Climate and Nature Governance in Corporate Sector The Government has called on corporate leaders to take a central role in advancing climate action and environmental sustainability following the launch of Chapter Zero Kenya, a new initiative aimed at embedding climate and nature considerations at the heart of corporate governance. Speaking during a hybrid meeting the Principal Secretary for Environment and Climate Change, Dr. Eng. Festus K. Ng’eno, said the initiative marks a significant shift in Kenya’s approach to climate change from a sectoral issue to a core economic and governance priority. He emphasized that businesses, particularly boards and senior executives, have a critical role to play in translating government policies into actionable strategies that drive a transition to a low-carbon and nature-positive economy. “Decisions made in boardrooms will ultimately determine how effectively we respond to climate risks, seize emerging opportunities, and contribute to national development priorities,” said Dr. Ng’eno. The launch brought together key stakeholders from government, finance, and industry, including National Treasury, representatives from the private sector, and development partners. Dr. Ng’eno commended the Nairobi Securities Exchange, FSD Africa, WWF Kenya, Deloitte East Africa, and Burson for spearheading the initiative, noting that it will help bridge the gap between policy frameworks and corporate implementation. The PS highlighted that Kenya has already made significant strides in strengthening its climate governance framework, including the enactment of the Climate Change (Amendment) Act, 2023, which provides a legal foundation for carbon markets and positions the country as a leader in climate finance. He added that the government is finalizing additional regulations on carbon markets, wetlands restoration, and e-waste management to further enhance environmental governance and provide clarity for investors. Dr. Ng’eno also pointed to ongoing national efforts such as the 15 Billion Tree Growing Initiative, which aims to restore degraded landscapes, enhance biodiversity, and support livelihoods. He underscored that national frameworks like the National Climate Change Action Plan (2023-2027) are no longer solely government tools but are now essential reference points for businesses seeking to remain competitive and resilient. The Chapter Zero Kenya initiative is expected to support companies in adopting climate and nature-related financial disclosures, strengthening transparency, and aligning corporate strategies with national and global sustainability goals. It will also provide a platform for continuous engagement between the government and private sector, ensuring policies remain practical and responsive to emerging challenges. Dr. Ng’eno urged corporate boards to move beyond compliance and integrate climate and nature risks into enterprise risk management and long-term decision-making. “As Kenya continues to demonstrate leadership globally, our private sector must rise to the occasion by embedding sustainability at the core of corporate governance,” he said. The initiative is seen as a key step in positioning Kenya as a competitive destination for green investment while advancing a resilient, inclusive, and sustainable economy. The PS was accompanied in the meeting by Director Projects, Programmes and Strategic Initiatives Ms Vicky Betty among others.

Speaking during an inspection tour of activities under the Mau Forest Complex Integrated Conservation and Livelihood Improvement Programme (MFC-ICLIP) on Tuesday, the PS emphasized that TELIS is designed not only to restore degraded forest landscapes but also to uplift communities economically. “As trees grow, grow too. Take advantage of the potion of land allocated to you and improve your livelihoods through approved crops such as potatoes and green peas,” he encouraged. Guided by the Bottom-Up Economic Transformation Agenda (BETA) under the leadership of His Excellency the President, @WilliamsRuto the initiative is empowering communities at the grassroots by integrating conservation with income-generating activities. Beneficiaries are able to engage in sustainable farming even as they nurture tree seedlings, ensuring both environmental and economic gains. During the visit, the PS led a symbolic issuance of TELIS blocks to beneficiaries and commended the transparent and inclusive allocation process spearheaded by the Community Forest Association (CFA). He noted that this community-led approach is key to the success and sustainability of the programme. At the same time, Dr. Ng’eno cautioned beneficiaries to remain committed to the core objective of the initiative forest restoration. He emphasized the importance of adhering to established rules and regulations to safeguard the integrity of the forest ecosystem. Describing TELIS as a game changer, the PS highlighted its impact in accelerating ecosystem restoration while improving household resilience. The scheme, implemented over a three-year period under MFC-ICLIP, continues to demonstrate how conservation efforts can directly benefit local communities. Environment and Climate Change Principal Secretary, Dr. Eng. Festus K. Ng’eno, has said farmers under the Mau Forest Complex Integrated Conservation and Livelihood Improvement Programme (MFC-ICLIP) are set to significantly scale up milk production to between 4,000 and 5,000 litres. Speaking during an inspection tour of project sites, the PS noted that the Milikwen Milk Cooperative has already received a milk cooler under the programme, with plans underway to install an additional unit. This expansion is expected to enhance milk handling and storage capacity for over 3,000 farmers in the area, boosting both productivity and incomes. To support environmental restoration efforts, Dr. Ng’eno revealed that a one-million-capacity tree nursery has been established at Marindas. The nursery will supply seedlings to local farmers, contributing to the national 15 billion tree-growing initiative and strengthening community-led conservation efforts. However, he pointed out that there remains a deficit of 2.8 million trees that must be planted before July 4, 2026, when the second edition of MFC-ICLIP will be launched. He called for stronger partnerships and collaboration among stakeholders to achieve this target, emphasizing the programme’s commitment to delivering benefits for people, profit, and the planet. The PS also underscored the critical role of the Mau Forest in Kenya’s economy, highlighting its importance in supporting tourism, preserving biodiversity, and sustaining livelihoods. In addition, he encouraged young people to participate in the upcoming Mau Conservation Marathon scheduled for July 3, 2026. The event will feature 5km, 10km, 21km, and 42km race categories, with winners of the full marathon set to receive a cash prize of KSh 600,000 for both men and women. From scaling up milk production, to strengthening cooperatives such as Milikwen and Kabteta with essential cooling infrastructure, we are steadily improving livelihoods and building resilient rural economies. At the same time, our restoration efforts remain firmly on course. I am particularly encouraged by the progress in Telis, which continues to demonstrate how community-led initiatives can successfully integrate environmental conservation with sustainable livelihoods. The 2nd Edition of the Mau Forest Complex Integrated Conservation and Livelihood Improvement Programme (MFC-ICLIP) is set to take place on 4th July 2026 at Kapkwen in Kuresoi South, Nakuru County marking another significant milestone in Kenya’s journey toward ecological restoration and sustainable community livelihoods. In preparation for the event, the Principal Secretary for Environment and Climate Change and Patron of MFC-ICLIP, Dr. Eng. Festus K. Ng’eno together with Kuresoi South Member of Parliament, Hon Joseph Tonui, conducted an inspection tour of the site. The visit aimed to assess readiness, coordinate logistical arrangements, and ensure that the venue reflects the significance of the programme and its national importance. The upcoming second edition builds on the momentum generated in October 2025, when His Excellency the President officially launched MFC-ICLIP as a bold, ten-year transformative initiative. The programme is designed to restore and sustainably manage the largest indigenous montane forest in East Africa and a critical water tower that supports millions of livelihoods across the region.
