@escamillions @willeggert @chifanpatt2 Because they don't have to. Black put Matt in charge therefore Matt is in charge. Matt can delegate all he wants he is still in charge thus no promotion. And no Ian doesn't run the roster because he doesn't make a move without Matt signing off.

Ian clearly is the primary decision maker, but since Arthur wants to claim it's Matt even tho Matt, as you said, diverted those responsibilities to Ian, the NFL won't adjust their decision. As of this moment, Ian got promoted and runs the roster.
