Why will you be telling someone not to block whoever they want to block? It is like telling them how to use their account. If they block you, block them back. No one is in any position to tell another person when to block and what conditions to be considered before they block. It is their account and they can do anything they wish to do with it. If they block you, move ahead with your life or block them back. Simple.
