#TR2PR update
Immigration Minister @LenaMetlegeDiab recently in an interview stated that more details of this program will be made available of the coming weeks.
That it would be a program to invite 33k people (2026-27) who are currently living/working in rural areas and would definitely not include people who are living and working in urban centres like Toronto, Vancouver, Montreal.
The eligible applicants would probably require work experience of 2 years or more assumably in non-metro cities.

IRCC quietly posted something significant last night.
They're proposing to 𝗿𝗲𝗽𝗲𝗮𝗹 the Federal Skilled Worker Class(FSW), Canadian Experience Class (CEC) and Federal Skilled Trades Class (FSTC), and replace all three with a single new federal high-skilled immigration class with "𝘀𝘁𝗿𝗲𝗮𝗺𝗹𝗶𝗻𝗲𝗱 𝗲𝗹𝗶𝗴𝗶𝗯𝗶𝗹𝗶𝘁𝘆 𝗿𝗲𝗾𝘂𝗶𝗿𝗲𝗺𝗲𝗻𝘁𝘀."
Consultations with partners, stakeholders and the public are planned for Spring 2026.
I have thoughts on this, and some of them aren't comfortable.
Express Entry was introduced in 2015. The economy it was designed for no longer exists. AI is reshaping entire job categories. The labour market Canada needs to attract talent for today looks nothing like it did ten years ago.
But the structural problem runs deeper than outdated criteria.
The system has a fraud crisis that doesn't get talked about loudly enough.
Fabricated reference letters and fake job titles signed off by employers who never existed. Language test scores that bear no resemblance to the person sitting in front of you. Diploma mills selling credentials that look legitimate on paper and fall apart the moment anyone asks a follow-up question. And because the system relies heavily on self-reported information with verification happening late, sometimes after PR is granted, bad actors have become very good at slipping through.
The honest candidates, the ones who actually had the skills Canada needed, were competing against people who manufactured their profiles from scratch. That's a complete breakdown of the process that is touting as attracting global skilled talent.
A rebuild only means something if it addresses this head-on. Streamlined eligibility requirements sound good, but simpler intake with weak verification just means faster fraud.
What I want to see is earlier, smarter verification. Employer accountability. Credential checks that happen before an ITA, not after.
Beyond integrity, here's what else needs to change:
✅ Criteria tied to real labour market intelligence, not proxy metrics used as tiebreakers
✅ Clarity for employers who quietly gave up on the system years ago
✅ Less architecture that rewards point-farming over genuine contribution
Nothing should stay static for a decade in economic immigration. The world moved. The system has to move with it, and this time, close the doors fraud walked through.
