Finally got the 1-year International Driving Permit without changing the address on the passport or bribing anyone at RTO. This is Govt of India's loss as they missed ₹1000 fees due to rigid and impractical rules forcing me to approach private association to get the same. Thanks to everyone who DMed with the alternative solution of getting the IDP through WIAA, Mumbai.
