In the end the Bell Hotel - the asylum hotel in Epping that has been at the centre of so much controversy - wasn't closed down because of protests, local fears or crime or disorder It came down to planning laws - specifically the Town and Country Planning Order of 1987 Epping Forest Council argued - successfully - that the owner of the hotel had failed to apply for planning permission for what was a 'material change' of use What was once a venue used for weddings and conferences was turned over exclusively to the use of 138 male asylum seekers The judge blocked attempts by the home office to intevene, arguing that it was not relevent in what was ostensibly a planning laws It has significant repurcussions - other councils could use the precedent to apply for injunctions of their own The home office thinks it could undermine the entire asylum hotel policy Never underestimate planning regulations
