OPEC’s letter conveys an old message with a new tone. It says “they are coming for us - for real now”. Bad news for COP28, though few had high expectations.
But NB: in a sense the letter confirms that the energy transition never had more momentum. So gotta keep the moment going.

Just announced at #COP28—parties reached an agreement on the Santiago Network for loss & damage, whose secretariat will be hosted by UNDRR & UNOPS. The Network will provide technical assistance to developing countries that are acutely vulnerable to the effects of climate change.
