President Emmerson Mnangagwa is planning to fundamentally change the Zimbabwean Constitution in a way last seen in 1987 when ZANUPF brought the executive presidency.
According to documents leaked to the media, a memorandum with these changes is set to be presented to Mnangagwa’s rubber-stamp Cabinet today.
Sweeping constitutional changes are being proposed that fundamentally alter how Zimbabwe is governed, how its President is elected, and how key democratic institutions function.
These proposals signal a far-reaching restructuring of the State that consolidates executive power, weakens electoral accountability, and extends political tenure beyond what is currently provided for in the Constitution.
1. Removal of direct presidential elections.
Shifting the election of the President from a public vote to Parliament removes citizens’ direct say in choosing the Head of State. In a dominant-party system, this effectively guarantees that the ruling party’s parliamentary majority decides the presidency, reducing electoral competitiveness and public legitimacy.
2. Extension of presidential and parliamentary terms.
Moving from five to seven years lengthens the period voters must wait to remove an underperforming government. Longer terms entrench incumbents, reduce accountability cycles, and delay democratic renewal, especially where institutions are already weak.
3. Increased presidential influence in Parliament.
Allowing the President to appoint ten more senators expands executive influence over the legislature. Appointed senators often vote with the appointing authority, weakening parliamentary independence and oversight.
4. Transfer of voters’ roll to the Registrar-General.
Moving custody of the voters’ roll from the electoral commission to the Registrar-General raises credibility concerns. The Registrar-General’s office has historically been viewed as executive-aligned, so this shift will undermine confidence in electoral transparency and independence.
5. Fragmentation of electoral management.
Creating a separate Delimitation Commission removes boundary delimitation from ZEC. While framed as reducing overlap, splitting electoral functions will create coordination problems and open space for political manipulation of constituency boundaries.
6. Weakening judicial appointment transparency.
Removing the public interview process for judicial appointments reduces openness. Public interviews were designed to enhance scrutiny, merit assessment, and public trust in the judiciary. Their removal will now politicise appointments.
7. Security sector constitutional dilution.
Changing the Defence Forces’ duty from “to uphold this Constitution” to acting “in accordance with the Constitution” weakens the strength of their constitutional obligation. The original wording imposed an active guardianship role, while the new wording is more passive.
8. Abolition of the Gender Commission
Scrapping the Zimbabwe Gender.
Commission and merging its functions into the Human Rights Commission risks downgrading gender-specific oversight. Dedicated institutions exist because gender equality requires focused monitoring and enforcement.
Taken together, the amendments centralise authority around the executive, extend tenure, influence Parliament, reshape electoral systems, and dilute independent oversight. The cumulative effect may be institutional weakening rather than strengthening.

Dear Hon. @SupaMandiwanzira,
Thank you so much for your insightful and PASSIONATE comments on the 30MW Gairezi Hydro Power Project and more importantly, for consistently REPRESENTING the genuine expectations and hopes of the people of Nyanga Constituency. I fully appreciate and SHARE the frustration within the constituency, particularly after the preparatory works that were done and the excitement that was created around EMPLOYMENT prospects which the Project would have created. As Zimbabweans, we all want to see such projects being COMMISSIONED because beyond electricity, they carry real socio-economic benefits for communities.
Allow me to clarify and give a brief summary of the pertinent facts ;
The tender for the Gairezi 30 MW Hydro Project was not awarded to “CHIVAYO” personally, but to a consortium led by an Indian Multi-billion dollar Government-owned engineering conglomerate BHEL(Bharat Heavy Equipment Limited ), working together with Angelique International Ltd , while Intratrek Zimbabwe (Pvt) Ltd participated as their local contractor. Like many local contractors across Africa, Intratrek rides on the CREDIBILITY, bankability and TECHNICAL CAPACITY of international OEM partners in order to achieve project delivery. In this case, that international credibility was precisely what made the consortium competitive and to be awarded the tender as the LOWEST compliant bidder to specification.
The fundamental issue that prevented implementation was challenges in achieving FINANCIAL CLOSURE. The project cost was USD 113 million for 30MW, which made the business case extremely DIFFICULT to finance when tested against the lenders’ requirements of Return on Investment, yield, asset return, plant load factor, and overall BANKABILITY. In simple terms, it is not enough to have a technically feasible hydro power plant. Financiers must be satisfied that the project has sustainable CASHFLOWS and repayment security. Unfortunately, the FINANCIAL MODEL struggled to meet that threshold.
It is also important for both you and the general public to understand how projects like this actually work. Before any DISBURSEMENT is made, there are strict project finance requirements such as Letters of Credit, Advance Payment Guarantees, Performance Guarantees, supplier guarantees, OEM confirmations and technical milestones such as Factory Acceptance Tests and inspections for key equipment. As Contractors, we even incur substantial UPFRONT COSTS during the cumbersome bidding process for international travel to OEMs often in India and elsewhere overseas, before the final tender submission. So if anything, Contractors also get DISAPPOINTED when projects stall, because we invest real money and expert a return out of it. We are always ready to execute because the more we CONSTRUCT and commission projects, the more we EARN through fairly reasonable margins.
It is however understandable that in this case, ZESA through Government ultimately prioritised high-yield generation projects such as Hwange Units 7 & 8 which gave a total output of 600MW after project execution and commissioning . In simple terms , suffice it to say this explains why the Gairezi project and others such as Harare and Munyati Repowering Projects were held in abeyance. I therefore respectfully acknowledge your concerns as an Hon. Member, and I look forward to the project being REVISITED by Government and the most ideal funding structure being considered for its development.
I hope this clarification assists the public to understand and all those making SPECULATIVE comments suggesting that payments were made , should also be respectfully guided accordingly.

Reports from Harare indicate a looming cabinet reshuffle. But first, today Zimbabwe Electoral Commission officials were summoned for a so-called training session by the Central Intelligence Organisation, apparently in preparation for another resolution expected from the ZANUPF conference in Mutare that will demand President Emerson Mnangagwa’s term be extended to 2030 and open the way for a referendum. That referendum, like past polls in Zimbabwe, will be manipulated.
On the cabinet front, the current sports minister, General Anselem Nhamo Sanyatwe, who is an ally of Mnangagwa’s deputy, is reported to be on his way out, with Mnangagwa’s clansman and sports trainer, Temba Mliswa, tipped to replace him.
The head of Zimbabwe’s military, Commander of the Defence Forces General Valerio Sibanda, is said to be facing retirement as soon as October, with insiders claiming he is “too professional” for what is being planned.
Describing someone as too professional is code for removing officers who might insist on rules and accountability when the political leadership needs pliant military officials.
Politically, the manoeuvres appear aimed at crippling the deputy vice-president, General Constantino Chiwenga. After the Mutare conference, and short of a miracle such as a successful internal pushback by the security services, the Mnangagwa camp intends to be in a position to totally sideline Chiwenga.
If these reports come to pass, Zimbabwe will see further politicisation of state institutions, a a totally captured military, and a deeper assault on electoral credibility and judicial independence.
General Chiwenga has been crippled politically and his only way out is through a military coup which is looking like a pipe dream with each day as Mnangagwa continues to purge anyone who hasn’t shown loyalty and pay those who are up for the taking using his huge slush fund.
Unlike Robert Mugabe, Mnangagwa is not hesitating to make Russian roulette moves to sideline Chiwenga and his faction. The military unit that was central to the 2017 coup which removed Mugabe was the Presidential Guard Brigade, which at the time was commanded by General Chiwenga. Its current commander’s wife is now at the forefront of campaigning for Mnangagwa’s ally and chosen successor, Kuda Tagwirei.
President Mnangagwa has decided not to travel out of the country at all, fearing that his allies will be arrested by Chiwenga when he is acting president, as there are said to be prepared dockets waiting to be executed. He cancelled his trip to the United Nations General Assembly in New York.

The ZRP confirms a devastating fatal road accident that occurred at the 342 km peg along the Harare–Bulawayo Road, when a blue Honda Fit collided with a white Isuzu. The Honda Fit with three passengers on board, was heading towards Harare when the Isuzu encroached into its lane. Three people died on the spot while two others were injured and referred to Mpilo Hospital. The bodies of the victims were ferried to Gweru Hospital for post-mortem.

Ladies and gentlemen, this is a class in session at Chizeza Secondary in Mt Darwin, Zimbabwe. It pains me to see this while billions are being looted by Mnangagwa’s cartels. How do you explain to any rational person that secondary schools in Zimbabwe look like this in 2025 when cabinet ministers have at least four cars each and facilitate the looting of our taxes daily? It is heartbreaking and sad, but this is today’s Zimbabwe after 45 years of political independence! I hope as Zimbabweans we can put our hands together to help this school and others, because this will never feature on Mnangagwa’s to-do list. Our children deserve better than collapsing classrooms while the ruling elite gorge themselves on public funds.

The ZRP confirms that a tip was received on 19/08/25 that gold was about to be smuggled out of the country whilst hidden in a Toyota Prado Land Cruiser vehicle. Detectives from CID Minerals, Flora and Fauna Unit tracked the vehicle leading to the arrest of three suspects and the subsequent recovery of 15,7 kilogrammes of gold valued at USD 1 568 860.00.The gold has since been taken to Fidelity Gold Refinery, Msasa. Investigations are in progress.
