African Parliamentarians push for a People-Centered Climate Deal at COP29 The Pan-African Parliament (PAP), in collaboration with the African Group of Negotiators (AGN) and key stakeholders, hosted its second side event at COP29 under the theme “People’s Representatives for a People-Centred Deal: African Group of Negotiators Conversation with African Parliamentarians.” The event brought together parliamentarians and African climate negotiators to align Africa’s climate priorities and strengthen the continent's voice in the global climate discourse. H.E.Chief Fortune Charumbira, President of the Pan-African Parliament, underscored the urgency of Africa’s climate action during his keynote address. “Africa is on the frontlines of climate change, despite contributing the least to global emissions. Our communities need a climate deal that prioritizes adaptation, resilience, and the unique realities of our continent. Parliamentarians must play a critical role in advocating for a just and sustainable future,” he emphasized. The discussion revolved around three key roles for African parliamentarians in the climate negotiation process: 1. Legislation – Enacting laws that integrate climate adaptation, mitigation, and sustainable development. 2. Oversight – Monitoring the implementation of international commitments, including the Paris Agreement, and ensuring transparency in climate finance. 3. The Pan-African Parliament is hosting a meeting of the Permanent Representatives’ Committee (PRC) Sub-Committee on Human Rights, Democracy and Governance (HRDG) from 22-23 November 2024. This final meeting of the year for the PRC Sub-Committee on HRDG brings together stakeholders from across the @_AfricanUnion to discuss governance initiatives. The aim is to devise strategies that promote human rights and democracy, reinforcing the objectives of the @_AfricanUnion ’s Agenda 2063. The meeting commenced with welcome remarks delivered by Ms. Lindiwe Khumalo, Clerk of the Pan-African Parliament, on behalf of the institution's President. The Committee on Justice and Human Rights, chaired by Hon. Jean-Marie Nibirantije (Burundi) with deputies Hon. Mohamed Ahamada Baco (Comoros) and Hon. Antonio Joaquim Mainato (Mozambique), convened to discuss recent activities that underscore their commitment to promoting human rights across Africa. The committee shared insights from the Network of African National Human Rights Institutions (NANHRI) Forum held in Banjul from October 15-16, 2024. This forum facilitated collaboration between national rights institutions to strengthen human rights protections continent-wide. Members also reflected on their participation in the Joint Colloquium on Economic, Social, and Cultural Rights in Africa from October 21-22, which centered on advancing the right to education. The Pan-African Parliament's Committee on Gender, Family, Youth & People with Disabilities is actively addressing vital social issues affecting vulnerable communities across Africa. Tasked with promoting inclusivity, equity, and social protection, the committee aims to shape policies that enhance the rights and well-being of youth, families, people with disabilities, and the elderly. During today’s sitting, Chaired by Hon. Mariam Dao Gabala from Côte d'Ivoire, with Hon. Kaddija Arouhal (Morocco) as Deputy Chairperson, and Hon. Racgel Yassindali (Tanzania) as Rapporteur, the committee reviewed the draft report on an advocacy mission in Côte d'Ivoire. This mission focuses on pushing for ratification and domestication of protocols regarding disability rights, protection for older persons, and social security reforms. #HappeningToday: Workshop on Result-Based Planning, Management, Budgeting, Reporting and Domestication of the Second Ten Year Implementation Plan of #Agenda2063 for Members of the Pan-African Parliament (PAP) The primary objectives of the workshop are: a) To introduce members of the PAP to the concepts and principles of result-based planning, management, budgeting, and reporting within the AU framework. b) To contextualise these concepts within the AU’s Agenda 2063, mainly focusing on the Second Decade of Implementation, its aspirations, and moonshot goals. c) To Demonstrate an understanding of how RBM supports the implementation of AU policies, programmes, projects, and operational activities, and how it strengthens management decision-making, effectiveness, and accountability d) Strengthen Accountability: Improve the capacity of PAP members to monitor, evaluate, and report on the progress of implementation, ensuring transparency and accountability in the use of resources. e) To explore strategies for PAP to plan, budget, and report on its activities in ways that effectively demonstrate its contributions to the AU’s objectives. f) To provide practical tools and methodologies that PAP members can apply to ensure alignment with the result-based approach. g) Promote Effective Domestication: Facilitate understanding of how to adapt and apply the Second Ten-Year Implementation Plan of Agenda 2063 within member states' contexts, ensuring coherent and coordinated national efforts. h) To accelerate the ratification and domestication of AU legal instruments particularly the PAP Protocol of 2014. #Agenda2063 #TheAfricaWeWant #RMB
