Fellow residents of Busia, I have received multiple complaints from county staff regarding the current medical insurance arrangement under Star Insurance. The concerns point to a scheme that is exclusionary, inequitable, and operationally ineffective. It is alleged that comprehensive cover is limited to officers in Job Groups R, S, T, and U, while the majority of staff are restricted to facilities that either reject the cover or lack essential medical care. This raises serious questions on fairness, access, and compliance with public service values. Further, there are troubling claims that the procurement process was irregular and that officers who resisted the process were forced out. These are not matters to ignore. I now call upon the County Assembly of Busia to urgently exercise its oversight mandate. The Assembly must summon the County Executive to provide full disclosure on: 1)The terms and structure of the medical cover 2)The criteria used to segment staff benefits 3)The procurement process and award of the tender 4)The current status of facility access and service delivery At the same time, I urge the @EACCKenya @ODPP_KE @DCI_Kenya to initiate immediate investigations into the allegations surrounding this scheme. Healthcare is not a privilege for a few. It is a right for every worker. As Senator, my role under the Constitution is to protect the INTERESTS of COUNTIES and their people, including OVERSIGHT of national revenue allocated to counties. If the County Assembly of Busia fails to act decisively, I will escalate this matter to the floor of the Senate for appropriate intervention. Busia county staff deserve dignity, fairness, and a functional healthcare system. This issue must be addressed without delay.
