In the early 1900s, there was quite a moral panic that skyscrapers — at the time, uniquely American — would overcrowd downtowns. Even pre-zoning, this led to many efforts to institute height limits on bldgs. Here’s a fun Chicago Tribune cartoon about the Monadnock building…
