EXPOSE - COUNTY GOVERNMENT OF KILIFI - DIRECTORATE OF BUDGET AND ECONOMIC PLANNING Hi Nyakundi, Whistleblowing Report: Corruption Practices in Budget and Economic Planning Directorate To Whom It May Concern, I am writing to report several instances of corruption within the Budget and Economic Planning departments. The following details outline the corrupt practices and individuals involved: 1. Budget Department Corruption Mastermind: Mr. Wilberforce Katumo Mwinga (Director of Budget) - Contact: 0726684970 Accomplices: Anderson Chilumo - Contact: 0724929482 Levis Nyale - Contact: 0792099152 Joseph Pandao Kurwa (Nephew to Mr. Mwinga and form four dropout) Corrupt Practices: IFMIS Ledger Manipulation: Mr. Mwinga, through his accomplices, alters IFMIS ledgers after budget approval to divert funds to selected 'tenderpreneurs', receiving kickbacks. An example is a Ksh. 600,000 kickback. Nepotism and Unqualified Staff: Joseph Pandao Kurwa, an unqualified budget officer and Mr. Mwinga’s nephew, is given Hyperion rights to upload the budget. Bribery for Budget Allocation: Suppliers and contractors pay bribes to have funds allocated to them, regardless of the approved budget. Discrepancies in Budget Circulation: Different budgets are circulated to county departments versus what is uploaded on IFMIS ledgers. For instance, a grant (KUSP) is listed as 200M in the circulated budget but only 136M on IFMIS for FY22/23. The remaining 64M is allocated to solar street lamp installation projects, which are sources of kickbacks. Supplementary Budget Manipulation: The FY2023/24 Supplementary II budget has been altered to benefit cronies, with the intention of receiving kickbacks. Lavish Lifestyles: Anderson and Levis are known to live lavishly, hiring cars and staying in hotels, beyond their means from the kickbacks. 2. Economic Planning Department Corruption Main Perpetrators: Mr. Abel Mwandonga Haro (Principal Economist) - Contact: 0721520060 Jacinta Treza Ismail (Former Chief Officer Economic Planning) Regina (Supplier of Works) Corrupt Practices: Fictitious Supplies: Mr. Haro accepts money from suppliers for work that is not completed. For instance, the requisition for 1,000 CBROP 2023 booklets resulted in only a handful being supplied, with staff coerced into signing acceptance reports. Procurement Fraud: Together with Jacinta Treza Ismail and Regina, they make fraudulent procurement requests. Examples include: CIDP Indicator Handbook - Formulation and Printing Supplies of Stationery Office Repairs - Installation of carpet in Abel’s office CFSP 2023 Public Participation Kickbacks from Supplier: Regina provides cash kickbacks to Mr. Haro, who then shares it with Jacinta. Misuse of Votebook Funds: Funds from VOTE Number 3125 - Economic Planning are used for these corrupt activities. 3. Additional Corruption Cases Involved Individuals: Asline Mbogo - Contact: 0729659444 David Kiringi - Contact: 0714854035 Incident: These individuals took 1 million shillings from a supplier under the guise of fieldwork for project status inspection. The work was completed, but the staff received only a small fraction of the payment, with the rest pocketed by Asline and David. Conclusion The entire department has become a hub for corruption, with officials seeking personal gain at the expense of the public.
