কলেজ স্ট্রিটের ‘বর্ণপরিচয়’ — উন্নয়নের প্রতিশ্রুতি না কি পরিকল্পনার ব্যর্থতার স্মারক? কলেজ স্ট্রিটের বইপাড়া শুধু একটি বাজার নয় — এটি বাংলার শিক্ষার, সংস্কৃতির ও বুদ্ধিবৃত্তিক ঐতিহ্যের প্রতীক। সেই বইপাড়ার ব্যবসায়ীদের জন্য আধুনিক অবকাঠামো গড়ে তোলার লক্ষ্য নিয়ে “বর্ণপরিচয়” প্রকল্পের কথা ঘোষণা করা হয়েছিল। উদ্দেশ্য ছিল বই ব্যবসায়ীদের জন্য একটি সংগঠিত ও উন্নত মার্কেট তৈরি করা। তৎকালীন মেয়র বিকাশরঞ্জন ভট্টাচার্য-র আমলে প্রকল্পের কাজ শুরু হয় এবং কলকাতা পৌরসভা একটি বেসরকারি সংস্থার সঙ্গে চুক্তির মাধ্যমে বাস্তবায়নের পথে এগোয়। কি করে কি হয়েছে সেটাও দেখা দরকার। অনেক বামপন্থী বড়লোক হয়েছেন। কিন্তু প্রশ্ন হলো — এত বছর পরেও প্রকল্প সম্পূর্ণ হলো না কেন? যে প্রকল্পকে কেন্দ্র করে বড় বড় প্রতিশ্রুতি দেওয়া হয়েছিল, সেখানে আজও সাধারণ মানুষের চোখে সবচেয়ে বড় বাস্তবতা হলো — দীর্ঘ বিলম্ব, অনিশ্চয়তা এবং জবাবদিহির অভাব। এই প্রকল্প নিয়ে বহু বছর ধরেই বিভিন্ন মহলে অভিযোগ উঠেছে— • পরিকল্পনা ও বাস্তবায়নের মধ্যে বিশাল ব্যবধান ছিল কি? • প্রকৃত উপভোক্তারা কি যথাসময়ে জায়গা পেয়েছেন? • প্রকল্পের খরচ, বরাদ্দ ও অগ্রগতির পূর্ণ হিসাব কি প্রকাশ্যে আনা হয়েছে? • জমি ও বরাদ্দ প্রক্রিয়ায় কোনো অনিয়ম বা প্রভাব খাটানোর অভিযোগ কখনও খতিয়ে দেখা হয়েছে কি? • সরকার বদলালেও প্রকল্প কেন শেষ হলো না? সবচেয়ে বড় প্রশ্ন — দায় কার? যদি কোনো প্রকল্প শুরু হয়, হাজারো মানুষকে স্থানান্তরের স্বপ্ন দেখানো হয়, কোটি কোটি টাকার ব্যয় হয়, অথচ দুই দশক পরেও কাজ অসম্পূর্ণ থাকে — তাহলে গণতান্ত্রিক ব্যবস্থায় নাগরিকদের উত্তর জানার অধিকার আছে। বইপাড়া রাজনীতির নয়, বাংলার সম্পদ। “বর্ণপরিচয়” যদি সত্যিই জনস্বার্থে শুরু হয়ে থাকে, তাহলে এর সম্পূর্ণ আর্থিক হিসাব, বরাদ্দের তালিকা, নির্মাণ অগ্রগতি এবং বিলম্বের কারণ জনসমক্ষে প্রকাশ হওয়া উচিত। কলেজ স্ট্রিট উত্তর চায় — প্রতিশ্রুত উন্নয়ন কোথায় গেল? মাননীয় মুখ্যমন্ত্রী @SuvenduWB মহাশয় কে অনুরোধ করবো এই বিষয়টি একটু দেখতে
