You are correct and I assume that he will now probably go that route. But what I find surprising is that the ANC (and others) seem to be resisting the move to get telco companies onto EEIP. If one looks at the companies that were granted approval to use EEIP, they are from various sectors, eg. ICT, manufacturing, construction, agriculture, maritime, automotive & financial services. The question I have is: why did they exclude Telco companies? I suspect that it is something to do with the ownership of some of the telco/mobile companies in South Africa. They could have allowed them to use EEIP a long time ago, but for some reason they kept them on 30% BBBEE ownership. I am sure that if one digs deep, it will come down to money and beneficiaries.

The ANC is hell bent on clinging onto the 30%- BBBEE ownership model, instead of moving the telecoms sector to EEIP. EEIP has far more broad benefits than the 30% BBBEE ownership. Its quite obvious why the ANC wants to cling onto 30% BBBEE ownership.

@against_biased @KhuselaS @ntebomar @SollyMalatsi But those alternatives could excludes EEIP 🤷🏽‍♂️, as a body that approves licenses they have embedded rights to assert their interpretation and empowerment objectives. Who will approve EEIP submission in this case DTCI or ICASA ?

@ianzo100 @KhuselaS @ntebomar @SollyMalatsi Icasa act refers to the BBBEE Act for alternatives to the 30% HDI ownership in the ECA Act. ECA and Icasa Acts were written to have the BBBEE as the authority on transformation schemes in all of SA.

@against_biased @KhuselaS @ntebomar @SollyMalatsi 2/2 the act is not always aligned,for example the transport sector codes ,it’s not gazetted .The verification manual is not gazetted therefore not aligned,the sectors codes etc However consultations process is legislated in all above.I don’t think section 9 b approved EEIP yet .

There’s insertions, adjustments& construct that particularly differ in the B-bbee including sector charters that have particular processes to follow .

We wrote to the Higher Education Minister, Buti Manamela, requesting the full record, recordings, transcripts, attendance registers, deliberations, and minutes of the Board Meetings relating to the appointment of SETA CEOs, as required by law. He responded that he does not have them. How can you take such a consequential decision, exercising public power, without a proper record of the meeting, the deliberations, or the process followed? We are going to uncover what appears to be a cover-up surrounding the irrational and unlawful appointment of SETA CEOs. Buti is turning out to be a monumental disappointment. It will not end well for him!
