Looking at the 21st century challenges (migration, climate change, great power competition, AI, cyber and info wars, surrogate ops etc), I cannot see how Islamic terrorism still ranks as the "primary risk" for countries in Europe?!

I think one of the factors that make this (and US-EU, and intra-EU like Fr-Poland etc.) potential fracture lines possible is the absolute absence of joint understanding of: - goals - methods to attain them - mechanics of sharing responsibility, costs, and benefits
