@sagrawal block dissemination is 2 delta, because of raptorcast. you can eagerly build QC for current round, but can't proceed further (next leader has to send their block)

i get the intuition.
once the block is disseminated (1 network delta), all the other rounds could be parallelized?
so the primary constraint is how long does it take to disseminate block chunks (assuming some eraser coding) to sufficiently many validators?
i think, there is a sweet spot for chunk size, slowest node that can participate and throughout of the network that will give a slot time.

block time is a useless and confusing metric. it doesn't talk about the confirmation time of a pos system.

@sagrawal it boils down to network communcation latencies
every round is raptorcasting proposal (2 hop) and uncasting votes (1 hop). round times need to accommodate for these 3 hops
with the level of decentralization in the networks, 400ms is a safe value, based on our observation

IMO, disseminating a block should be slower than disseminating consensus certificates and should be parallelised?

raptorcast was capable of delivering 400ms block times before this upgrade. it's now unleashed to bring faster time to finality (1000ms -> 800ms)
