Emphasizing his promise to take full legal responsibility, Luistro probes: What happened to the bodies buried in Laud Quarry? To the victims of the Davao Death Squad? To the lives lost in the 2004 Dumoy raid? Former President Duterte fires back, asking, "Where is your proof?" Luistro responds: "Mr. President, Iโ€™m anchoring my questions about these separate incidents from your initial statementโ€”that you are taking full legal responsibility for all the victims of the war on drugs, both legal and illegal. You are a long-time prosecutor, and of course, it is fundamental among us all lawyers to uphold the requirements of due process." Duterte counters with: "We are zeroing in on a particular individual now." Luistro powerfully reminds: "Mr. President, due process is the law that hears before it condemns. Due process is the law that requires notice and hearing." The former presidentโ€™s short rebuttal, "If you say so," leaves the air thick with tension. Luistro quips back with another gripping reminder: "Mister President, I hope that we will be reminded that by due process, THE END DOES NOT JUSTIFY THE MEANS." Congresswoman Luistro proceeds to present statistics on the war on drugs: - 6,252 individuals killed in police anti-drug operations as of May 2022. - 27,000 to 30,000 individuals killed, including vigilante-style executions. - 427 activists, human rights defenders, and grassroots leaders killed as of December 2021. - 166 land and environmental defenders killed as of December 2020. - 23 journalists and media workers killed as of April 2022. - 66 judges, lawyers, and prosecutors killed as of December 2021. - 28 mayors and vice mayors killed as of December 2021. Cong. Luistro then delivers the crucial question: "Mr. President, my question is: When you implemented the war on drugs, did you strictly comply with the requirements of due process?" With a firm and unwavering tone, former President Duterte responds, "YES." She continues, pointing out: "It is my humble submission that, contrary to the answer of the former president, I humbly believe that the war on drugs never complied with the requirements of due process. The statistics show the huge number of victims of the war on drugs. If my memory serves me right, during the Aquino administration, there were around 200 victims, and during the present administration, there are around 200 victims as well. Given these statistics, there are almost or around 31,000 victims. If indeed they followed the requirements of due process, there should not have been this many deaths. Instead, there should have been many cases pending in court. I hope that all of us are reminded by the fundamental law that no person should be deprived of life, liberty, or property without due process of law. It is the humble submission of this representation that the Quad Comm is ready to make a recommendation for the filing of the necessary actions in court for violations of RA 9851โ€”an act defining and penalizing crimes against international humanitarian lawโ€”or, at the very least, for murder cases as defined under the Revised Penal Code." The Interpellation Intensifies To conclude her interpellation, she delivers a series of no-holds-barred questions: Luistro: "Mr. President, three Chinese drug lords were killed at the Davao Penal Colony. Are you willing to take accountability and responsibility for this?" Duterte: "Wala ako sa Davao, nandito na ako sa Manila." Luistro: "Are you saying no?" Duterte: "If gusto mong isali yan, idagdag mo, ok lang." Luistro: "How about the death of General (Ret.) Barayuga? Are you willing to take full legal responsibility for this?" Duterte: "No, I do not kill generals." Luistro: "The death of Mayor Parojinog and the 15 others in Ozamiz City. Are you taking full responsibility for this?" Duterte: "Hindi ako nagpapatay ng mga mayor, maโ€™am." Luistro: "The death of Mayor Espinosa of Albuera, Leyte. Are you taking full responsibility for this?" Duterte: "That is my birthplace." Luistro: "The death of Mayor Toni Halili of Tanauan City?" Duterte: "Malayo yan sa akin, maโ€™am." Luistro: "The death of Mayor Perez of Los Baรฑos?" Duterte: "Lalo na." A Riveting Ending Luistro fires back: "If you are denying all these, alin po yung tinutukoy niyo when you said you are taking full responsibility for all the victims of the war on drugs, both legal and illegal?" The former president mumbles in response: "Yes, kasi order ko kasi yung, that is my campaign against drugs. Alam mo maraming estasyon, maraming police. Kung nagkaleche-leche doon, hindi ako maghuhugas ng kamay. Of course, nagkamali sila. If there is an appropriate action na gusto niyong ilabas, then file a case in court. Iโ€™m challenging anybody or everybody who makes the accusation, whether it is really true or notโ€”maybe trueโ€”file the case in court, because may korte tayo. Even if I admit na totoo yan, because I will make the admission there again." Luistro counters: "Are you saying, Mr. President, when you go to court, you are willing to admit accountability for all the deaths during the war on drugs?" Duterte replies: "Of course, may abogado ako, maโ€™am. Kung ano ang sasabihin ng abogado ko, susunod ako." Luistro presses further: "I hope that everything you said before the Quad can be reduced in writing so that truly we can believe that you are taking full legal responsibility for all the victims of the war on drugs, both legal and illegal. Because as lawyers, we believe that by extrajudicial confession, we have to put that in writing, Mr. President." Duterte responds: "...Itโ€™s a policy of government or the president. Hindi ako maghuhugas ng kamay..." The Final Question Luistro asks: "If one of these days the ICC will come, will you voluntarily submit yourself?" Duterte retorts: "Sipain ko pa sila, maโ€™am." Luistro reminds him: "But you said a while ago, that if somebody will sponsor your fare to the ICC, you will voluntarily submit yourself to their investigation and jurisdiction." Duterte replies: "Yes, pero kung sila pumunta dito, sipain ko." Luistro clarifies: "But will you confirm that you are willing to voluntarily submit yourself to the ICC?" GONE TOO SOON, MIMA ALICIA ๐Ÿฅบ Tribute Itโ€™s hard to believe. It feels like just yesterday we were together. Now, my last moments with her are only memories. At only 24 years old, Mima Alicia was taken far too soon. Her passing is a painful reminder of how fragile life can be, and how quickly someone vibrant and full of purpose can be gone. Rest in peace, Mima Alicia. Your courage, your voice, and your story will not be forgotten. Gone too soon, but never without leaving a mark. Personal Memory When I received the heartbreaking news, my mind immediately returned to the last time I was with her. I remember being surprised by how different she was in person from the fierce and outspoken political vlogger people knew online. In person, Mima had no air of arrogance. She was soft-spoken, warm, friendly, and easy to talk to. During one of our conversations, she shared some of the things her former partner had put her through - harrowing, to say the least. Behind her strong online persona was a young woman who had quietly endured painful experiences. That moment stayed with me. It made me realize how easy it is for people to forget that vloggers and influencers are human too, carrying struggles and personal battles far beyond what they show online. Reflection on Political Vlogging On social media, Mima was bold, direct, and unapologetically savage. Her content was not your average political commentary. Her approach was simple, but it was sharp, authentic, and fearless. She spoke her truth plainly, without filters or pretense. I deeply admire her journey as a political content creator. This kind of work requires more than passion and a platform - it demands courage, resilience, and real guts. Political blogging and vlogging, in particular, is a different animal. It often requires a level of toughness that hides the very real, very human side that audiences rarely get to see. This is especially true in a political environment where some thin-skinned politicians treat criticism as a personal attack and weaponize cyberlibel cases to silence their critics. It is also a space where mob rule among political supporters and the harsh realities of cancel culture can quickly turn public discourse into something toxic and unforgiving. Call for Justice What is even more disturbing is seeing a mob of political supporters celebrating her death. Ask yourselves: Are you celebrating a violent killing, or the pursuit of true justice? Violence is not justice. Murder is not accountability. No political disagreement, personal resentment, or ideological divide can ever justify taking another personโ€™s life. THE PROSECUTIONโ€™S DIRECTION IS CLEAR: FINISH THE TRIAL, DO NOT DRAG IT OUT The direction of the House prosecution team is becoming increasingly clear - present the entire case against Vice President Sara Duterte in an orderly and efficient manner, while avoiding unnecessary delays that could prolong the proceedings. July 15, 2026: House Lead Prosecutor Rep. @JinkyBitrics, has personally set an ambitious target: to conclude the impeachment trial before Christmas. โ€œI am personally aiming to finish before Christmas. Para masaya ang Pasko nating lahat,โ€ Luistro said. Behind the lighthearted remark, however, is a serious prosecution strategy - minimize avoidable delays, focus on the strongest available testimony, and avoid burdening the Impeachment Court with multiple witnesses who would merely establish the same points. The withdrawal of some witnesses should not automatically be interpreted as a sign that the prosecutionโ€™s case is weakening. In Article IV, the prosecution determined that the testimonies of NBI Agent John Mark Calilung and NBI-BARMM Regional Director Atty. Jeremy Lotoc had already provided a sufficiently strong foundation for its presentation of evidence. Instead of extending the proceedings through repetitive testimony, the prosecution chose to streamline its case and retain only those witnesses who could make a distinct and substantial contribution. This is what a prosecution team with a coherent theory of the case looks like. The strength of a case is not measured by the sheer number of witnesses presented. What matters is whether their testimony is credible, relevant, and sufficient to establish the allegations under each Article of Impeachment. At the same time, the prosecution continues to reassess its witness list for the remaining three Articles. Some witnesses may be withdrawn, while others may still be added depending on how the trial develops. As Rep. Luistro explained, the prosecution expressly reserved this option in its pre-trial brief. It may present additional witnesses โ€œif the exigency of the trial demands.โ€ At the next hearing, NBI Director Melvin Matibag is expected to take the witness stand as the final witness for Article IV, which concerns the Vice Presidentโ€™s alleged threats against President Ferdinand โ€œBongbongโ€ Marcos Jr., First Lady Liza Araneta-Marcos, and former House Speaker Martin Romualdez. The prosecution is then expected to proceed to Article I, which centers on the alleged misuse and irregular expenditure of confidential funds under the Office of the Vice President and the Department of Education. Of course, the prosecution does not control the entire pace of the proceedings or the eventual decision of the Impeachment Court. Finishing before Christmas is therefore a target, not a guarantee. Still, its direction is unmistakable. The sequencing of the case appears organized, the selection of witnesses is strategic, and the prosecution seems determined to present a complete case without wasting the time of the court or the public. An impeachment trial of this magnitude should not be allowed to deteriorate into an endless political spectacle. The evidence must be presented. The defense must be given every opportunity to respond. The senator-judges must then weigh the facts and render judgment. Justice must never be rushed - but neither should it be deliberately delayed. FACTS FIRST. FAIRNESS FOLLOWS. One exchange during the impeachment trial quietly highlighted an important distinction. Senator-Judge Raffy Tulfo pointed to the factual origin of the โ€œRomanovโ€ reference: โ€œThe word โ€˜Romanovโ€™ came from the mouth of Mayor Baste Duterte na para bang binabantaan niya โ€™yung First Family.โ€ Senator-Judge Alan Peter Cayetano replied: โ€œI donโ€™t think we should draw a conclusion here. Thereโ€™s a thin line between a warning and a threat. We have to be fair to the First Family. We have to be fair also to Mayor Baste and to the Dutertes.โ€ Fairness is indispensable in any judicial proceeding. Every party deserves due process and an impartial tribunal. But fairness and factual findings are not the same thing. Before weighing whether a statement amounts to a threat or merely a warning, the court must first establish what was actually said, who said it, and what the evidence shows. That is the foundation upon which fairness operates. In that sense, Sen. Tulfoโ€™s intervention was a reminder that the discussion should begin with the record before moving to legal conclusions. Fairness does not require setting aside inconvenient facts. It requires evaluating everyone by the same facts. Ping Lacsonโ€™s point is important because it challenges the idea that former DPWH Secretary Manuel Bonoan can simply be repackaged as a clean state witness. If there are claims that Bonoan received benefits or had knowledge of questionable transactions, then his role must be tested first - not softened for convenience. This is where the accountability lens should be sharper. In flood-control corruption, DPWH is not a background agency. It is the implementing agency. It had direct control over project programming, bidding, contract awards, inspections, certifications, payments, and fund releases. If ghost projects, rigged bidding, substandard work, or illegal commissions happened, the most guilty actors are likely found closest to implementation. That does not mean lawmakers, contractors, or political fixers should be spared. Anyone linked by evidence should answer. But it is dishonest to make the legislative side or former House Speaker Martin Romualdez the main villain while treating DPWH officials as mere narrators of the crime scene. A state witness should help expose the truth - not become a legal escape hatch for those who may have been at the center of the machinery.
