For infrastructure such as roads, this translates to a quantified bill, enabling competitive bidding and value-for-money assessments.
BPP’s Revised Standard Bidding Documents (SBDs) for Works (available on the BPP website) explicitly require a priced Bill of Quantities (or equivalent) as an annexe to bids. This document outlines materials, labour, and quantities, enabling the evaluation of tenders.
For contracts exceeding thresholds (e.g., ₦100 million for goods/services or ₦500 million for works), BPP issues a “No Objection Certificate” (NOC) only after verifying the completeness of documents, including the bill. Without it, contract awards are invalid, and funds cannot be disbursed.
Funds from the national budget (via the Federation Account or state allocations) are released in tranches (e.g., 15-40% mobilisation, then progress payments) only after:
1. Contract award following BPP NOC.
2. Verification of the BEME/BOQ for cost control.
BPP’s e-procurement portal (launched in 2023) now requires the digital submission of BEMEs for transparency.

Minister of the Federal Capital Territory (FCT), Nyesom Wike, has hosted suspended Rivers Assembly lawmakers to a dinner in the United Kingdom (UK).
In a video on X by the Minister's aide, Lere Olayinka, on Tuesday, April 8, Wike eft Nigeria on Sunday night after visiting political friends and associates in Port Harcourt.
Olayinka informed the suspended lawmakers were in the UK for a Legislative Capacity Building.
Olayinka wrote: "Yesterday, the FCT Minister, Nyesom Wike, hosted Rivers State House of Assembly members who are in the United Kingdom for Legislative Capacity Building, to a dinner.
"Wike left Nigeria on Sunday night after visiting his political friends and associates in Port Harcourt, Rivers State."
A statement last week by Martins Wachukwu, the media assistant to Martin Amaewhule, Speaker of the Rivers Assembly, revealed that the UK tour was organised to strengthen the legislative skills of lawmakers.
According to Wachukwu, the five-day tour kicked off in Central London, with lawmakers viewing it as an invaluable opportunity for peer review and a deeper understanding of parliamentary practices.
