To my shock, I discovered today that this rescheduled flight had already departed this morning without any notification. Rushing back to the airport, I was told no amendment was ever made to my original booking. This catastrophic communication failure has caused me to miss a crucial family function in Surat and waste two entire days. The airline has now placed me on a direct flight to Sharjah. पढ़े नॉर्वे में रहने वाले डॉक्टर प्रवीण झा की यह पोस्ट । लंबा है लेकिन पढ़ें! कैसे सरकारें काम करती है और मीडिया बचे काम को कैसे याद दिलाती है यह मूल संदेश भी है! —- पहले नॉर्वे यूरोप के सर्वाधिक सड़क दुर्घटनाएँ वाले देशों में था। इसका कारण इसका भूगोल भी था। पहाड़ी रास्ते, खाई, समंदर, झील, बर्फ, धुंध, और घुप्प अंधेरा। जैसा कई लोग मानते हैं- छह महीने दिन और छह महीने रात। इसमें गाड़ी कौन चला पाएगा? फिर सरकार ने एक योजना बनायी। इसमें कहा गया कि तीस साल बाद हम सड़क दुर्घटनाएँ शून्य कर देंगे। हालाँकि ऐसी योजनाएँ दुनिया भर में बनती ही रहती है, लेकिन इस पर कार्य हुआ। पहले तो ड्राइविंग लाइसेंस के नियम ही सख्त कर दिए गए। थ्योरी परीक्षा मुश्किल की गयी। प्रैक्टिकल परीक्षा के पहले आठ अन्य कोर्स अनिवार्य किए गए, जिसमें अंधेरे में गाड़ी चलाना, छिछलेदार सड़क पर गाड़ी चलाना, अचानक आ जाने वाले बैरियर, व्यक्ति या पशुओं (के पुतलों) के बीच से गाड़ी चलाना, लंबी दूरी में मानचित्र देख कर गाड़ी चलाना, किसी दुर्घटना होने पर प्राथमिक चिकित्सा देना आदि। यह प्रक्रिया इतनी लंबी है कि स्कूल के बच्चे सोलह वर्ष की आयु में शुरू करते हैं, तब अठारह वर्ष की आयु में लाइसेंस मिलता है। किसी डिग्री की तरह। लेकिन यह डिग्री से अधिक जरूरी भी तो है। जीवन का सवाल है। सड़कों पर गति-सीमा सीधे बीस प्रतिशत घटा दी गयी। कभी-कभी तो यह अजीब भी लगता है कि दूर-दूर तक खाली सड़क है, और हम साठ की गति पर गाड़ी चला रहे हैं। लेकिन जगह-जगह सेंसर लगे हैं, और पकड़े गए तो मोटी फाइन। तीसरी चीज कि सड़कों पर मार्किंग बढ़ाई गयी। सड़क के बीच, और दोनों तरफ़। सड़क की मोड़ पर बड़े शीशे लगे, जिसमें दूसरी तरफ़ से आती गाड़ी दिख जाए। ख़ास कर गाँव और छोटे शहरों की सड़कों पर काम किया गया। चौथी चीज कि हर तीसरे महिने बैठक शुरू हुई कि कितनी दुर्घटनाएँ हुई, और मुख्य कारण क्या थे। फिर गाड़ियों के हर तीसरे वर्ष सर्टिफिकेट देने की परंपरा शुरू हुई कि वे सड़क पर चलाने लायक हैं या नहीं। सामने और पीछे के लाइट, इंजिन, टायर, ब्रेक, सब चेक कर सर्टिफिकेट मिलता। आखिर दुर्घटनाएँ घटी। पहले कुछ संख्या घटी। फिर आधी हुई। चौथाई हुई। अब दशांश से नीचे आ चुकी है। पिछले वर्ष 89 मृत्यु हुई, जो सबसे दुर्गम इलाके होने के बावजूद यूरोप में सबसे कम है। फिर भी अखबार में खबरें छपती रहती है कि मात्र पाँच वर्ष बचे हैं, अब तक शून्य नहीं हुआ। सरकार ने अब गति-सीमा पर थोड़ी और नकेल कस दी है। एक-एक जान कीमती है। दुर्घटनाएँ शून्य तो होनी ही चाहिए। [भारत में सड़क दुर्घटनाओं से पिछले वर्ष 1.7 लाख मृत्यु हुई, जो दुनिया में सबसे अधिक है]
