It was pretty common in pre-Gupta era almost throughout India, and many parts of Southern and Eastern India till recently.
North India had a dual dressing culture because of extreme summer and extreme winter, yet showing breasts was considered normal till the Gupta era, and shoulders, till much later.
In Kerala Hinduism, it was rebellious to cover the upper body while entering a temple, whether male or female. Rebellious feminists covered their breasts while visiting a temple, and it was seen as sacrilege.
As late as in the 7th century CE, Xuanzang recorded:
"The men and women wear a single piece of cloth wound round the waist and brought under the armpits. It is thrown loosely over the shoulders.The dress of the inhabitants is horizontal and unstitched; cut strips of cloth are not esteemed. They wear garments made of fine white cotton mostly."
Whether or not such clothing should be accepted now or not is an entirely different debate, this is just a purely historical statement that I am making.
