What I don't understand is if GSIS needed additional security for its premises, why did it ask for the NBI and not the PNP? AFAIK, the NBI is not trained for security functions. They are highly-trained detectives and investigators.

Never liked Cayetano in his early political career. But eversince he run with PRRD, I made my own research & came to the conclusion that he is actually ONE OF THE FEW BRILLIANT POLITICIANS. He is fair, his grasp of the law is impressive. Even now as majority, he listen to all.🙂
