At Government House, the ad hoc center for managing the situation in the Thai-Cambodian border area (CTBM) announced the results of its meeting. Rear Admiral Surasan Kongsiri, Deputy Spokesperson for the Royal Thai Armed Forces, and Ms. Maratee Nalita Andamo, Deputy Director-General of the Department of Information and Deputy Spokesperson for the Ministry of Foreign Affairs, delivered the statement.
Rear Admiral Surasan stated that, as is well known, a ceasefire agreement was set for 12:00 AM today. The Thai side confirmed strict adherence to the ceasefire conditions, stopping firing in all areas at the designated time, upholding the commitment jointly made by both governments.
However, after the ceasefire deadline, it was confirmed that the Cambodian side continued to fire weapons into Thai territory at several locations. This is considered a deliberate violation of the agreement and undermines the mutual trust that should exist between neighboring countries. Such actions by the Cambodian side necessitated the Thai side's use of retaliatory measures under the right to self-defense according to international law. The Thai side did not use force to invade, but to protect national sovereignty and the safety of its people.
Furthermore, it was discovered that the Cambodian side used ancient sites as shields, which violates the United Nations' obligations for cultural protection or conventions under UNESCO. These incidents clearly show violations and non-compliance with the agreed-upon conditions. We take this opportunity to condemn the actions of the Cambodian side.
Regarding the summary of the past conflict situation between Thailand and Cambodia since 6:00 AM today, Thailand has successfully controlled a total of 11 areas: Phu Makheua, Chong An Ma, Prasat Ta Muean Thom, Prasat Ta Kwai, Chong Bok, Don Tual, Sattasom, Chong Chom, Chong Sai Takoo, Preah Vihear, and Playao.
The total number of evacuees, which stands at 188,729 people. As for civilian casualties, there have been 15 fatalities, 12 serious injuries, 13 moderate injuries, and 13 minor injuries, totaling 53 people, with one new case in Surin Province.
Currently, 14 injured individuals are still admitted to hospitals. A total of 20 healthcare facilities have been affected, with 13 completely closed and 7 partially closed. Moreover, 175 sub-district health promotion hospitals have also been affected.
Regarding the ceasefire agreement that both sides agreed upon in Putrajaya, Malaysia, yesterday (July 28), discussions at the commander level in the area, involving army commanders and various force commanders, commenced this morning. These discussions aim to establish a framework for operational guidelines after the ceasefire. The agreed-upon framework will consist of five points: the ceasefire itself, prohibiting firing at innocent civilians, halting troop reinforcements or movements (troops are to remain in their current positions), and guidelines for returning the sick, injured, deceased, and detained individuals. Both sides will discuss these matters to reach a resolution and joint agreement.
“Finally, concerning national security, I would like to emphasize cyberattack monitoring as a crucial issue. In recent times, we have observed cyberattacks on websites and various social media platforms, including the use of AI and fake news. I urge the public to exercise discretion when following and sharing information and to report any cyber violations to the relevant authorities, especially the Ministry of Digital Economy and Society,” said Ms. Maratee, who also revealed that the Ministry of Foreign Affairs is currently focusing on one key issue: the outcome of yesterday's special meeting in Malaysia. Cambodia demands “immediate ceasefire” after launching attacks on Thailand, which killed 19 people.
13 Thai civilians and 6 Thai soldiers have been killed with 29 soldiers and 30 civilians wounded after being attacked by Cambodian rockets and artillery.

PREAH VIHEAR - Despite the ceasefire, Cambodian authorities still cannot access the damage on Preah Vihear temple.
“The shelling from Thai on Preah Vihear temple is immense. The National Authority of Preah Vihear is requesting the Cambodian Mine Action Center to clear the explosives before more work can be done”, Kong Puthika, director general of the Preah Vihear Authority said on July 30.
