That money gets returned via play on the field. When players get developed and then transfer before they return that investment, the school is left holding a bag. Without limitations, the schools will start suing players to get their money back. Schools suing 19 year olds is chaos. Players transferring every single year or multiple times in a single year chasing bags is chaos. None of it bodes well for the overall product in which they all benefit.
