NEW: Late-night chaos in the House —with GOP factions yelling and swearing at Mike Johnson on the House floor and in closed-door meetings — left a group of House Republicans pushing for an ethanol vote with another promise from the speaker: They agreed to decouple an E15 bill from the farm bill in a rule when the House returns from recess the week of May 12. If that’s successful then the House will vote on a standalone E15 vote that week, per 6 ppl “Do I believe him?” one of the House Republicans involved told us about that timeline. “Probably not.” Johnson had already promised that group a targeted E15 vote for late February, which never happened. Notably, Johnson and GOP leaders also told Republican hardliners all day Wednesday their protests against the farm bill and E15 measure were unnecessary — since the House version of the farm bill was going nowhere in the Senate. Senators are planning to draft their own farm bill and were planning to scrap the E15 bill anyway. The House will vote on farm bill amendments and final passage this morning. And, Johnson and GOP leaders will have to decide whether they try to UC or pass on suspension the DHS funding bill the WH is pushing for to end the 75 day shutdown — and possibly a 45-day FISA emergency extension if the Senate can send it over in time.
