If you didn't put the brightly coloured paint all over the road, they wouldn't wear down and emit heavy metals and microplastics into the environment. And they wouldn't need to be covered up with fresh asphalt. Though that is done for repairs anyway, so not unusual.

Mineral oil components are degradable, unlike man-made dyes and polymers, which are designed to persist, even outdoors. You're talking to an environmental chemist.
