It’s already over. The more I read about the Augustan transformation, the more clearly I see what happened. Augustus completed the incorporation of Italy into Rome, but the order he created could never remain confined there. Provincial communities acquired Roman law and citizenship, auxiliary service carried provincials into the Roman body, provincial equestrians entered the Senate, and within a century men from Spain ruled the empire itself. Rome conquered the world, then built a state in which the conquered could gradually inherit Rome. In that sense, the Roman Empire began dissolving the old Roman nation from the moment it was born. America is undergoing a similar process, though by a different route and at a much greater speed. The American state arose from a historically European population whose language, legal inheritance, religion, political assumptions and social customs already existed before the Constitution was written for 2000 years (Greece, Rome, Early/Mid/Late Medieval history, etc) America brings populations from outside its historic European core directly into the country, gives them access to citizenship through residence, English, civics and an oath to the Constitution, and then treats that legal admission as sufficient membership in the nation. However, Non-European immigration changes the source population itself. The state remains American in name, law and outward form while the historic European population that founded it and the two thousand year history its based on since Greece and Rome, becomes one constituency among several within the territory and institutions it created. Mass immigration from non-European nations change that relation because citizenship does more than admit a person to protection under the state. It gives that person and his descendants equal political ownership of the state. They vote on what America is, determine what schools teach about its past, decide which historical loyalties deserve public honor and enter the institutions that interpret the Constitution. As their numbers and political organization grow, they do not remain guests inside a nation whose meaning was permanently settled before their arrival. The constitutional system gives them the authority to participate in settling it again. The process then begins feeding itself. Political parties seek new constituencies and adapt their language to win them. Employers favor continued labor flows. Churches, universities and public agencies build institutions around the arriving populations. Immigrant communities develop their own professional and political classes, and those classes gain influence by presenting their particular interests as part of the American public interest. Their incorporation strengthens the state’s economy, manpower and reach, while making the state increasingly dependent upon populations that do not derive their identity from the original national inheritance. America increasingly defines itself as a set of abstract rights available equally to mankind rather than as a particular civilization with a particular historical people, ie, Europe. Once that definition becomes authoritative, the inherited culture loses the right to demand assimilation on its own terms. The Roman comparison becomes serious when viewed this way: Roman citizenship first drew conquered peoples into a Roman nation. Eventually citizenship became membership in an imperial system whose governing class could arise anywhere inside the Empire. American citizenship once drew immigrants from Europe into an established American people. It is increasingly becoming global membership in a continental state whose future identity will be negotiated among every population that’s been legally admitted into it.
