No, the US Secret Service is just famously not great at its job, I have no idea where the impression that they are came from (I blame White House Down, you might have a difference of opinion and blame Olympus Has Fallen).
USSS isn’t Delta Force, they’re not even as competent as the US Marshall Service — every 3 months or so they get caught in 4K for slipping away from the job and *checks notes* having an orgy with Colombian prostitutes, or doing enough cocaine to kill an adult blue whale.
