Somehow my feed is all about caste and reservation and I’m appalled at how many people are living under a rock, privileged enough, thinking that things have changed enough to get rid of reservation. The only thing that has changed is that there now exists a creamy layer.

@_amitbehere Reservations exist because people vote for the candidate from their caste. There exist economically backward people who remain there despite all govt schemes. Majority students using the reservations come from economically sound families.

Reservation policy MOST definitely needs a relook. I don't agree with ending reservations at a family level (because someone became an IAS and made crores) but it's something worth talking about. But we MOST definitely need to end reservations for dominant OBC groups whose HDI has been on par or thereabouts with average for decades now. And we need to disproportionately favor those Dalit/Bahujan/Adivasi groups and even Muslim groups who are still lagging most behind. But reservations end kar do is just an idiotic, unfair and loser take by general category.

@_amitbehere Not a protest, but reservation policy needs a relook. A person who joined Civil Services based on reservation has lifted his family out of the generation old misery. (Illegal Crores of money not counted). His children should now come on merit along with other generalists.

That’s exactly how it is being sold to students. Canadian institutions when competing with global institutions only get an edge because of path to residency when choosing for a college. The day it’s loud and clear that no residency or a tougher residency , half the colleges will close their satellite campuses( didn’t that happen already?)

These families didn't mortgage their homes to pay exorbitant tuition fees & work as cheap labour because they wanted a two year stay in 🇨🇦 They did it because Canada marketed international education as a pathway to permanent residency Then the rules changed after they arrived

@jkenney @TorontoStar I think Canada should run an ad campaign in 🇮🇳 specifying that education doesn’t guarantee a path to residency to eliminate the problem. That would ensure less students come in who only want a path to residency!

I see the @TorontoStar is running its daily immigration sob story. Must be a day ending in "y." "This poor person came to Canada temporarily (or illegally) and wants to stay forever, but can't." In my five years as immigration minister, I observed that stories like this are part of the playbook of certain immigration consultants and lawyers. It's their Hail Mary pass. When their client runs of out legal recourses to convert their inadmissibility or temporary residency into permanent residency, they call their favourite bleeding heart reporter at the Star or the CBC, and voila: a completely one sided "human interest" story. The tactic is guaranteed to get the attention of the Minister's office, elevating it from the millions of cases that IRCC has to deal with. Oddly enough, the foreign national / illegal migrant almost never signs a Privacy Act waiver allowing the government to share all the facts of the case with the media. But for the Star and CBC, that's never a problem. The sob story is always more compelling when it's completely one sided. We can all feel empathy for people who would like to stay in Canada forever, but who don't qualify. But a well managed immigration system must be based on the rule of law, not empathy. The gullible journalists never report the basic fact that EVERYONE admitted to Canada on a Temporary Resident Visa (TRV,) e.g. foreign students and TFWs, declare in their application that they will respect the terms of the visa, and leave at the end of their authorized stay. In fact, they must submit evidence of "establishment factors" in their application to persuade a Canadian visa officer that, on a balance of probabilities, they will return home at the end of their temporary stay. They then reconfirm their intention to stay *temporarily* when they arrive at a port of entry. That doesn't bar them for applying for permanent residency in the future. But it is not a promise or guarantee of PR, regardless of what their dodgy immigration consultant told them back home. The catastrophic mismanagement of the immigration system over the past decade has created huge negative consequences, including undermining Canada's historic pro-immigration consensus. None of that will be reversed if we let stories like this distort a fair, rules-based immigration system into a one based on selectively applied empathy.

It’s the most organic extension to student movement. It was the last student movement which went really far when reservations were extended in 2006 I think close to rang de basantis release. Anyone from that generation would remember. Also it was Congress in centre. Students were badly badly affected

Exactly! Everyone in GC grinds through the ordeal of preparing for exams irrespective of their fact that their family has a lot of wealth or just enough to sustain. But a kid of an IAS who is in a category can take up the reserved seat and will do so! I personally know so many who didn’t need it and have multiple generations benefiting from reservation. Only one person in my whole life despite having reservation never used it, not once!

अगर 100 पदों की वैकेंसी है, तो समान अवसर का मतलब ही यही है कि सभी अभ्यर्थियों को उन सभी पदों पर प्रतिस्पर्धा करने का समान अवसर मिले, न कि सिर्फ 40 पदों पर। आरक्षित वर्ग के उम्मीदवार ओपन मेरिट में चयनित होते हैं। यह इस बात का प्रमाण है कि उन्हें अलग से किसी कैटेगरी की ज़रूरत नहीं है, मेरिट में कोई वर्ग किसी से अब कमतर नहीं रहा । मेरिट कोई सदियों से विरासत में मिलने वाली चीज़ नहीं है। अगर मेरे परदादा को पढ़ाई का मौका नहीं मिला, तो इसका मतलब यह नहीं कि मैं भी पढ़ाई नहीं कर पाऊँगा। मेरी मेरिट इस बात पर निर्भर करेगी कि मुझे शिक्षा ग्रहण करने का कितना अवसर मिला। अब चूँकि मेरिट इस बात पर निर्भर करती है कि उस व्यक्ति विशेष को शिक्षा का कैसा अवसर मिला, इसलिए आरक्षण भी उसे ही दिया जाना चाहिए, जिसे समान अवसर अभी नहीं मिल रहा है। यहाँ पर एक पीढ़ी का प्रारंभिक बिंदु उस पीढ़ी के जन्म से है, न कि एक हज़ार साल के इतिहास से। इस देश में मेरिट और आरक्षण को बिल्कुल किसी वैकल्पिक बहस की तरह नहीं, बल्कि एक अनिवार्य पाठ की तरह पढ़ाया जाना चाहिए। यह बताया जाना चाहिए कि समान अवसर क्या है और कैसे ऐतिहासिक अन्याय के नाम पर, जो वर्ग वास्तव में आरक्षण का हकदार है, उसे उसका लाभ न देकर एक वर्चस्वशाली समूह आरक्षण का लाभ ले रहा है। और वर्चस्वशाली समूह वह है, जो हर तरह से संपन्न होकर भी सदियों की कहानी के नाम पर वंचितों के आरक्षण के अधिकार को ले रहा है। अब एक ही बात बचती है कि व्यक्ति चाहे IAS या IPS ही क्यों न बन जाए, उसे जातिगत दंश झेलना पड़ता है। तो इसका मतलब फिर यही हुआ न कि जातिगत विद्वेष हटाने के लिए आरक्षण एक सही हथियार नहीं है???

“मेरा ज़्यादा नंबर था, मगर मुझसे कम नंबर वाले बच्चे का सेलेक्शन हो गया। ये मेरिट की हत्या है।” आपने भी यह तर्क बार-बार सुना होगा। पहली नज़र में यह शिकायत न्यायसंगत लग सकती है, लेकिन ज़रा ठहरकर पूरी चयन-प्रक्रिया की संरचना को समझिए। मान लीजिए 100 पदों की वैकेंसी है। उनमें 40 पद सबके लिए खुले हैं। 10 पद आर्थिक रूप से कमजोर सामान्य वर्ग के लिए हैं। यानी सामान्य वर्ग का अभ्यर्थी कुल 50 पदों पर प्रतिस्पर्धा कर सकता है। फिर भी यदि वह इन 50% सीटों में जगह नहीं बना पाता और अपनी असफलता का कारण आरक्षण को बताता है, तो यह तर्क कहाँ तक तार्किक है? सच्चाई यह है कि ओपन कैटेगरी में प्रतिस्पर्धा सबके लिए होती है — अनुसूचित जाति, अनुसूचित जनजाति, अन्य पिछड़ा वर्ग और सामान्य वर्ग, सभी के लिए। अनेक बार आरक्षित वर्ग के उम्मीदवार भी ओपन मेरिट में चयनित होते हैं। ऐसे में जो अभ्यर्थी चयनित नहीं हो पाया, वह प्रायः अपने ही सामाजिक-शैक्षणिक पृष्ठभूमि वाले प्रतिस्पर्धियों से पीछे रह जाता है, लेकिन दोष आरक्षण को देता है। यह भी समझना होगा कि “मेरिट” कोई निर्वात में पैदा होने वाली चीज़ नहीं है। वह सामाजिक, सांस्कृतिक और आर्थिक संसाधनों की उपज होती है। सदियों तक ज्ञान, शिक्षा और सत्ता संस्थानों पर जिन वर्गों का वर्चस्व रहा, उन्हें पुस्तकालय, ज़मीन, सामाजिक सम्मान, शिक्षित परिवेश और नेटवर्क — सब कुछ सहज रूप में उपलब्ध था। दूसरी ओर जिन समुदायों को सामाजिक अपमान, शैक्षणिक वंचना और सांस्कृतिक बहिष्कार झेलना पड़ा, उनके लिए प्रतिस्पर्धा की शुरुआती रेखा ही अलग थी। ऐसे असमान प्रारंभ बिंदुओं को नज़रअंदाज़ करके केवल अंतिम अंकतालिका को “शुद्ध मेरिट” घोषित कर देना वस्तुतः इतिहास को मिटा देना है। कैम्पसों में अव्वल रहने की जो लालसा “सर्वोच्च मेरिट” की अपेक्षा करती है, उसमें नाकाम रहने वाले अक्सर अपनी हार को स्वीकार करने के बजाय आरक्षण को दोषी ठहराते हैं। जबकि वस्तुतः वे ओपन कैटेगरी की प्रतिस्पर्धा में पराजित हो चुके होते हैं। आरक्षण उनकी सीट नहीं लेता; वह उन लोगों को अवसर देता है जिन्हें सदियों तक अवसर से दूर रखा गया। दरअसल इस देश में “मेरिट” और “आरक्षण” को किसी वैकल्पिक बहस की तरह नहीं, बल्कि अनिवार्य पाठ की तरह पढ़ाया जाना चाहिए। हर कैंपस में, हर सार्वजनिक मंच पर यह समझ विकसित होनी चाहिए कि समान अवसर का अर्थ क्या है और ऐतिहासिक अन्याय का प्रतिकार कैसे किया जाता है। जब तक यह बौद्धिक स्पष्टता नहीं आएगी, तब तक वर्चस्वशाली समूह अपनी असफलताओं को छिपाने के लिए आरक्षण को ही कठघरे में खड़ा करते रहेंगे — और दुनिया की एक ज़रूरी सामाजिक न्याय व्यवस्था का अपमान करते रहेंगे। Via Shri @DrLaxman_Yadav #reservation #ISupportReservation @nethrapal
