Part 2 has arrived! I have just gathered 15 people and tested if they could tell the difference between 66Hz and 67Hz. Unsurprisingly, all of them could tell the difference in seconds. Do keep in mind that the difference between 60Hz and 61Hz is even smaller than 60 and 61Hz.

I went to UFOTest on the video game panning section. I put the refresh rate of the screen at the bottom and 60hz at the top. My mom could genuinely instantly tell the difference. Keep in mind that my mom is not far from 60. The 'average consumer' argument doesn't work here.

Pro tip: whenever you have a Voice Memo recording and you see a saved voice memo with the same title and a length timestamp, it is very highly recommendable that you stop that voice memo immediately, for the current voice memo is not actually saving any additional data.
