@NicolasCS @ejiltalk @kdaugirdas So I actually didn't follow Kristina's first point, on generality. I thought the standard view is that States make the rules that apply to IOs, not that no rules apply to IOs. The efficacy point is a good one.

Interestingly enough, the WHO may have a good legal claim against US to insist on payments but no forum for it. No ICJ, no arbitration. Legal lacuna

Wasn't there a similar issue involving Ted Turner's effort to pay off portion of U.S. arrears. Not sure if UN Foundation arose from that period

@RichardGowan1 @WHO I thought Gates Foundation was est'd in 1990s when he wanted to donate directly to UN & was told this couldn't be done legally. (US was in arrears then because it was defining its contribution differently than the UN.) Are there no legal restrictions on non-govts donating to WHO?
