Currently, more than 16,000 inmates are undergoing vocational skills training in various disciplines, while 3,491 inmates are enrolled in formal education programmes at primary, secondary and diploma levels. These rehabilitation programmes have contributed to reducing re-offending, with the recidivism rate currently standing at 13.2 percent. The Deputy Commissioner General explained that rehabilitation not only transforms offenders into productive citizens but also contributes directly to poverty reduction, community safety and national development. He noted that the Uganda Prisons Service has also invested in infrastructure development, including the construction of staff housing and grain storage facilities. The maize silos at Lugore and Ruimi Prison Farms have strengthened grain storage capacity, reduced post-harvest losses and improved food security.

The Minister of State for Works, Hon. Siraji Musa Ali, met with the Ministry's Land Acquisition Unit to review progress on land acquisition for ongoing and planned infrastructure projects. The meeting focused on accelerating compensation for Project Affected Persons (PAPs), resolving outstanding right of way challenges, strengthening land title management, and improving coordination to ensure the timely delivery of Government road projects. Key Highlights: Directed the Land Acquisition Unit to hold weekly progress review meetings. Called for the fast-tracking of compensation payments to Project Affected Persons (PAPs). Emphasized the need to resolve outstanding right of way issues affecting ongoing road projects. Ordered the submission of soft copies of land acquisition documents and land titles for timely follow up. Urged the expedited resolution of pending land acquisition disputes and administrative bottlenecks to support efficient project implementation.

INSURANCE SECTOR SHOULD PLAY MORE ACTIVE ROLE IN DE-RISKING KEY INVESTMENTS SAYS FINANCE MINISTER Finance Minister @henrymusasizi1 today had an entry meeting with the Board of Directors and Management of Insurance Regulatory Authority (IRA) of Uganda. The IRA team was led by the Board Chairperson Ms. Keto Nyapendi Kayemba and the Acting Chief Executive Officer (CEO) Dr Sande Protazio. Hon. Musasizi said the Insurance sector should play an active role in risk advisory for government projects to mitigate the risks, and also support in raising long term patient capital for investment especially under the tenfold growth strategy. He also said the sector should participate actively in government barazas to ensure people understand the insurance sector, in addition to promoting an open-door policy to popularize insurance. The CEO presented the current state of the insurance industry which he said continues to demonstrate resilience and positive growth. He said the industry grew by 14.7% with Gross Written premium surpassing UGX 2 trillion in 2025 and total industry assets increasing to UGX 3.46 trillion. He said with support from Government the industry can become a much stronger contributor to Uganda’s socio-economic transformation. The IRA Board Chair Ms Keto Nyapendi said IRA is committed to implementing its Strategic Plan 2025/26-2029/30, adding that they are focusing on maintaining institutional confidence and stakeholder trust while delivering its regulatory mandate. The entry meeting was also attended by the Minister State for General Duties, Hon.Cissy Mulondo and Minister State for Privatization and Investment Hon.Aminah Mukalazi. Hon.Mukalazi in her remarks shared concerns around the claims handing process and timelines for handling claims. She urged IRA to be more efficient to fit the market demands. Hon Cissy Mulondo, said IRA should always demonstrate transparency and accountability to win the trust of the public and expand the sector to underserved Ugandans.
