Every single person who speaks in tongues, including your favorite pastors, learned it through practice. It is not coming from the Holy Spirit. I can confidently tell you that most of the time, they do not even know exactly what they are saying. It is pure gibberish, and sometimes it is just an unknown language they manage to twist around.
