A second Russian vessel carrying stolen Ukrainian grain is approaching Haifa, Israel. Israel previously accepted grain cargo from another Russian ship despite prior warnings about its origin. Ukraine formally requested the vessel’s arrest as soon as it entered port, but Israeli authorities issued a response only after the ship had already departed, stating that no action could be taken because the vessel was no longer in Israeli port. A second vessel carrying illegally seized Ukrainian grain has docked in Israel. Kyiv has warned of possible consequences if the cargo aboard PANORMITIS is not rejected. Earlier, the vessel ABINSK arrived in Israel to unload grain taken from temporarily occupied Ukrainian territories.

In any normal country, purchasing stolen goods is an act that entails legal liability. This applies, in particular, to grain stolen by Russia. Another vessel carrying such grain has arrived at a port in Israel and is preparing to unload. This is not – and cannot be – legitimate business. The Israeli authorities cannot be unaware of which ships are arriving at the country’s ports and what cargo they are carrying. Russia is systematically seizing grain on temporarily occupied Ukrainian land and organizing its export through individuals linked to the occupiers. Such schemes violate the laws of the State of Israel itself. Ukraine has taken all necessary steps through diplomatic channels to prevent such incidents. However, we see that yet another such vessel has not been stopped. I have instructed the Ministry of Foreign Affairs of Ukraine to inform all partners of our state about the situation. Based on information from our intelligence services, Ukraine is preparing a relevant sanctions package that will cover both those directly transporting this grain and the individuals and legal entities attempting to profit from this criminal scheme. We will also coordinate with European partners to ensure that the relevant individuals are included in European sanctions regimes. Ukraine counts on partnership and mutual respect with every state. We are genuinely working to enhance security, particularly in the Middle East region. We expect that the Israeli authorities will respect Ukraine and refrain from actions that undermine our bilateral relations.

Є непрямі ознаки, що весь вантаж PANORMITIS вивезений із Керчі та Бердянська, однак стверджувати цього ми не можемо. Нам вдалося зібрати докази лише по одному перевізнику - LEONID PESTRIKOV (IMO: 9922122), який доставив 6087.68 т ячменю та 954.56 т пшениці з Бердянська і перевантажив зерно на PANORMITIS 18 квітня. Документи на вантаж Пестрікова були оформлені в російському порту Темрюк, куди він прийшов з Бердянська завантаженим. Це робиться тому, що у Бердянську немає митного пункту, також це допомагає російським окупантам приховувати походження зерна. Завантаження в Бердянську 07-15.04.2026. Експортер Петрохлеб-Кубань, компанія, яка займається вивозом зерна з окупованих територій на постійній основі. В рф систематично застосовують дезінформацію на державному рівні - в документах вказують неправильний порт завантаження, приховують походження зерна. Це багато разів зафіксовано в наших матеріалах та розслідуваннях журналістів провідних світових медіа. Вивезення зерна - це розграбування ресурсів окупованих територій, воєнний злочин. Неважливо скільки на судні такого зерна (або скільки вдалось довести) - все або частка, фіксується факт злочину. В Україні здійснюється кримінальне провадження щодо фактів вивезення зерна з окупованих територій, для його здійснення важлива співпраця з державою, куди прийшло таке судно, це можливість зібрати докази. Ізраїль відмовив Україні в наданні міжнародно-правової допомоги в попередньому випадку, з судном ABINSK (IMO: 9303869). Другий поспіль рейс показує, що проблема має системний характер, в Ізраїль регулярно завозиться зерно з окупованих територій України. Подивимось що буде на цей раз.
